- THIS IS NOT A REQUEST FOR PROPOSALS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO SOLICITATION IS AVAILABLE AT THIS TIME. In June 2001, upon completion of the extensive development and qualification test program for the UH -60A/L Cockpit Air Bag System (CABS), the U.S. Army Aviation Applied Technology Directorate (AATD); Aviation and Missile Research, Development, and Engineering Center (AMRDEC); Fort Eustis, Virginia awarded a sole-source contract to Simula Safety Systems, Inc. located in Phoenix, Arizona for the delivery of production UH-60A/L Cockpit Air Bag System (CABS). (490 UH-60A/L CABS B-kits and 20 spare B-kits and training hardware.) In support of UH-60A/L CABS Full Rate Production (FRP), but pending availability of funding, additional fully integrated UH-60A/L CABS production configuration quantities will be acquired using maximum practicable competition in FY 02. AATD is seeking inf ormation from potential sources who can deliver the fully integrated UH-60A/L CABS production configuration quantities which meet the CABS performance specification and the CABS Electronic Crash Sensor Unit (ECSU) Detail Performance Specification, includin g the interface/interoperability requirements. The information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition or proceed with an acquisition under the authority of 10 U.S.C. 2304(1). It is n oted that the potential qualified sources are responsible for the qualification of their proposed components and the fully integrated system to these CABS specifications. The Government plans to furnish the gas generators for the UH-60A/L CABS FRP quantit ies. The ECSU must be interoperable among the US Army modernized fleet. The CABS is a supplemental restraint system that envelops the aircrew during a survivable crash and protects the head and upper torso against strikes on cockpit controls, structures or exterior intrusion. The UH-60A/L CABS is a modular design that is comp rised of forward and lateral air bag modules for the pilot and co-pilot, and a 3-axis, programmable ECSU. The CABS System Performance Specification, UH-60A/L CABS interface drawings, and the CABS ECSU Detail Performance Specification have been posted to the AATD web site: http://www.aatd.eustis.army.mil/Business/Divisions/Contracting/Acc_Announ.asp All interested parties are invited to access and review the performance specifications and the interface drawings. Interested parties are reminded that the documents are subject to revision before and if an official solicitation is issued. Interested parties are requested to provide the company name, point of contact, telephone number, email address, and the system and component description and characteristics, performance capabilities, interoperability, performance qualification test data, and any exceptions to the performance requirements stated in the CABS specifications. Also state if your company is a large or small business.
