- Description
- DESC: The Fleet and Industrial Supply Center, Jacksonville intends to solicit proposals for Child Development Program (CDP) Support Services for Naval Air Station Joint Reserve Base (NAS JRB), New Orleans and Naval Support Activity (NSA), New Orleans, La. Services include, but may not be limited to: administration, management, planning, programming, and execution necessary to provide the care of children age five and under and providing a quality Child Development Center (DCD) and home-based Child Development Home (CDH) Program. All CPD Programs will be open to authorized family members of eligible patrons, which include DOD active duty personnel, DOD personnel paid from either appropriated or non-appropriated funds, Reservists on active duty or during inactive duty training periods, and DOD Service Providers. The services, which are currently provided by government personnel were announced for Commercial Activity Cost Comparison Study in accordance OMB Circular A-76. The purpose of the study is to determine the most efficient and cost effective method of providing Child Development Program Support services for NAS JRB and NSA New Orleans. This acquisition will be conducted under North American Industry Classification System (NAICS) Code 624110, which establishes $5 million as the threshold for small business size. A firm fixed price contract is contemplated and a formal source selection will be utilized. The successful offer will be compared to the Government's proposal to perform the above services. If this requirement is contracted, the contractor performance will include a 90 day transition within the one (1) year base period and four (4) one year option period. The last option will include a 60-day transition out period. Commercial proposals will not result in a contract if Government performance is determined to be more advantageous. The solicitation resulting from this announcement will be available approximately 13 Nov 01.
