- Solicitation F64605-01-R-0014 dated 29 October 2001 IS HEREBY ISSUED ON 31 OCTOBER 2001 for the OMB circular A-76 Competitive Sourcing study of the 15th Communications Squadron's System Control, Visual Information, and Publishing and Forms Management functions at Hickam AFB, HI. Please note the Statement of Work (SOW) is now 98 pages (the draft SOW inadvertently omitted some appendixes). The intent of this study is to determine the most efficient and cost effective method of providing the duties whereby the contractor provides all personnel, equipment, tools, materials, vehicles, supervision, and services necessary to perform all work described in the Statement of Work (SOW) to include: 1) Systems Control. As a Defense Information Infrastructure (DII) Facility, the Technical Control Facility (TCF) falls under Defense Information Systems Agency (DISA) and DISA Pacific (DISAPAC). The service provider shall provide services 24 hours a day, 7 days a week, to include: circuit restoration, fault isolation, quality control testing, trend analysis, performance monitoring, and status reporting as required by the policies, responsibilities, and operational procedures in the DISA Circulars (DISAC), Notices (DISAN), Operational Messages, Pacific Defense Station (PACDEFSTA) messages and ISA-PAC Supplements. Additionally, the service provider shall complete and maintain Circuit Layout Records (CLR); shall maintain all transmission media and interface equipment to the DII performance standards; shall respond to operational direction; exercise control over subordinate DII facilities (Hickam patch and Test facility); shall troubleshoot circuits, trunks, links, equipment, and systems; and take immediate action on any deterioration or failure of DII systems, equipment, trunks, or circuits causing degradation to or loss of service to users of the DII. 2) Visual Information. The service provider shall provide visual information support services as stated in the SOW to all active duty military and D0D civilian employees assigned to Hickam AFB and for other customers as defined in an Appendix to the SOW. Such services shall be, but are not limited to, providing video recording and editing services of operations, historical events, and activities on or relating to Hickam Air Force Base. Additionally, the service provider shall provide professional photographic laboratory services and shall acquire digital imagery; digitally process, print, and scan film and transparencies for customers; provide personnel on call 24 hours per day, 7 days per week to photograph emergency service requests within 60 minutes of notification; provide studio photography for official portraits, special duty assignments, official passports, and citizenship applications; design, creation and preparation of two- and three-dimensional visual aid products; Includes charts, graphs, posters, and visual materials for brochures, lettering, original clipart, charts, certificates, posters, book covers, television, motion pictures, printed publications, displays, presentations, and exhibits. Illustration can be accomplished manually or through the use of computer graphics processes. Prepare products using dry mount press, blade cutters, graphics knives, rulers and perform as needed touch-up. The service provider shall update photos to an established web site accessible to the local base community and restricted to ?.mil? users worldwide. Create original WebPages design products or creative consultation per work order request. The service provider shall design and prepare custom modified computer generated images for use by authorized customers. Desirable baseline software knowledge should include, but not be limited to, an array of Adobe, Macromedia, and Microsoft products. Hardware products should include flatbed scanners, CD burners (and related software), USB connections and devices, disk storage media, and circuit protection measures. 3) Publishing and Forms Management. The service provider shall provide publications and forms management services to active duty military, DoD civilians employees, and customers identified in the SOW and Appendices. The service provider shall assist the OPR with publication guidance using applicable instructions and the PACAF Electronic Publishing Guide. The service provider shall analyze, design, review, coordinate, and approve forms; and ensure software is compatible with current publishing systems. The service provider shall maintain, and update databases and applicable websites to ensure worldwide publications and forms resources provide the most current products. 4) The service provider shall obtain secret security clearances for employees as required for applicable services identified in the SOW, and must pay the full costs of processing secret security clearances.
