- Description
- The USDA, Foreign Agricultural Service (FAS) has a requirement for contractor support to administer the FAS child day care assistance program for fiscal year 2002. Congress will re-authorize the provisions of Public Law 106-554, Sec. 643 which permits federal agencies to assist their lower income federal employees with the costs of child care. The contractor will administer the program in compliance with the Privacy Act and the Privacy Act notice in the Federal Register. The subsidy assistance can reduce the amount employees pay for child care by providing subsidies directly to child care providers. To participate, a child care provider must be licensed and/or regulated by the state and/or local authorities where the service is provided. The contractor will administer FAS's child care subsidy program by providing applicants with program information, receiving completed applications, determining eligibility, paying the subsidy to child care providers, invoicing FAS for reimbursement of funds, and completing various reports for FAS. The period of performance will be from date of award through September 30, 2002. Telephone requests for the solicitation will not be honored. November 29, 2001 is the anticipated due date for submission of proposals, not the date for the issuance of the solicitation (refer to the solicitation for the specific proposal due date and time). It is anticipated that the solicitation will be released on or about November 15, 2001. This procurement will be conducted under full and open competition procedures. The RFP document is developed using WordPerfect 8.0 and will only be available through the USDA Farm Services Agency Contracting Home Page (AMB Webpage). All amendments and other information regarding the solicitation will be issued through the AMB Webpage. The AMB Webpage is accessible 24 hours a day, 7 days a week, and is located at "www.fsa.usda.gov/amb". If you have any questions regarding the AMB Webpage, please contact Scott Cook on 202-720-7349.
