Th e Government cannot guarantee a bidder will make it on the bidders list if registration is completed using on the web page. DESCRIPTION: SOLICITATION DOCUMENTS, INCLUDING DRAWINGS, WILL BE AVAILABLE ON CD ONLY. Basic Requirement: The US Army Corps of E ngineers, Walla Walla District, has a competitive requirement for all labor, material, equipment and plant to manufacture and deliver a complete set of stator coils, including all non-deteriorating supplies and Resistance Temperature Detectors (RTD s) to m ake up a complete new spare winding for a 135,000 KW generator for Lower Granite Dam, Garfield County, Washington. First Optional Work: Requirement is to install the new windings in a generator. Second Optional Work: Requirement is to manufacture and d eliver another set of stator coils, including all non-deteriorating supplies and RTD s to make up another complete new spare winding for a generator. Third Optional Work: Install the windings in a generator. Fourth Optional Work: Requirement is to manu facture and deliver another set of stator coils, including all non-deteriorating supplies and RTD s to make up another complete new spare winding for a generator. Fifth Optional Work: Requirement is to install the new windings in a generator. Government has up to 4.5 years after date of award in which to exercise the options. Transportation costs F.O.B. destination. Offeror s proposals will be evaluated on criteria indicated in the solicitation. A tentative listing of the main factors in descending or der of importance are: (1) technical excellence, and (2) past performance. Price will be evaluated on the basis of best value to the Government. ADMIN INFO: PROCUREMENT UNRESTRICTED The North American Industry Classification System (NAICS) code is 3 33611. The small business size standard is 1000 employees. If a large business is selected for this contract it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that portion of the work it intends to subcontract. The intended subcontracting goals are that a minimum of 61.4% of the contractor s intended subcontract amount be placed with small businesses including 9.1% with small disadvantaged businesses. The plan must contain a goal of 5.0% with women-owned small busin esses, 2.5% with historically underutilized businesses (HUBZone), and 3.5% with Service-Disabled Veteran-Owned small businesses. The plan is not required with the submittal of a bid. This is not a request for proposals, but notice that our intention is t o issue a solicitation for this requirement. Any contract resulting from advertisement will be awarded on a firm fixed price basis. All responsible business sources may submit an offer, which may be considered.
