Description
This project will consist of grading, drainage, aggregate base, and asphalt surfacing on 10.514 km of roadway for the Harrison Pass Road project, NV PFH 24-1(2), in the Humboldt/Toiyabe National Forest, Elko County, State of Nevada. Estimate d price range is between $4,000,000 and $8,000,000. Principal work items include: 11.240 km slope reference, and clearing and grubbing stakes; lumpsum contractor testing; 17,00 0 m silt fence; 7,500 m straw wattles; 25,000 m3 watering for dust control; 31 hectares clearing and grubbing; 270, 000 m3 r oadway excavation; 26,800 m3 subexcavation; 53,000 roadway obliteration; 1,532 m3 placed riprap (various class); 31,500 metr ic tons aggregate base; 2,300 metric tons minor crushed aggregate; 15,500 metric tons hot asphalt concrete pavemetn class B; 850 metric tons asphalt cement grade PB 58-40 class B; 1,539 m pipe culvert (various mm); 56 m precast reinforced concrete box culvert (3300 mm or 4000 mm span); 112 each end section for pipe culvert (various); 9,300 m barbed wire fence; 14 gates (various); 7 cattle guard (various); 400 hours heavy equipment operators (various); 31,880 hectares placing conserved topsoi l (various); along with associated seeding, mulching, sign installation, pavement markings and traffic control. Amendments to this sol icitation will be issued in paper format to all plan holders and will be posted on the website listed in line 18 of this sub mittal. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assis t minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bondi ng Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DO T provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $50 0,000.
