Description

Under the authority of FAR 6.301-1 the Bureau of the Census (BOC) intends to award a sole source contract to Patricia Madson to provide continued support in program planning, document review, process analysis, advice and consultation for Headquarters Processing Systems (HPS) of the Decennial Systems and Contracts Management Office (DSCMO). The HPS has an urgent need for a Contractor with extensive and in-depth knowledge of Census data production procedures, Census data processing and production procedures, Census data formats, subject matter concepts, demographic characteristics and requirements for data dissemination. It is the BOC's belief that Ms. Madson is the only responsible source immediately available with the proper mix of expertise and skill to support this vital effort. Ms. Madson has a twelve year association with the BOC in facilitating the interface between processing needs and user requirements, a six year involvement with the State Data Center of Massachusetts and has unique comprehensive knowledge of tabulation and data processing process and concepts from the 2000 Decennial census and prior censuses. In addition she has intimate familiarity with BOC procedures, organizations and operations, especially Processing Systems and the American Fact Finder. The period of performance of this contract will be from date of award through September 30, 2002 with the option to extend for 4 one year periods. Interested contractors shall respond, in writing, showing clear and convincing evidence that competition would be advantageous to the government. In doing so, interested contractors must submit technical capabilities, pricing and other information that demonstrates their ability to meet the BOC's needs. Detailed capabilities must be submitted to the above address, attention Gloria Smith. No telephone responses will be honored. This synopsis is not to be considered a request for proposals. No solicitation document is available. No contract will be awarded based on offers received in response to this notice. If no affirmative written response is received within 15 days from the date of this synopsis, a sole source contract will be issued to the proposed contractor without further notice.
