Description
On 1 AUG 2001, the Artesia Federal Law Enforcement Training Center (FLETC) issued a request for proposal in the Commerce Business Daily for satellite/cable TV services for its dormitories. The number of rooms is currently 236 and will be increased to 522 rooms. After a review of all proposals, the Government procured a television-programming package from US Cable under purchase order FTPO-02-00334 with a period of performance of 01 OCT 2001 through 30 SEP 2002 and a contract value of $51,400.00. Through an evaluation of technical and price factors it was determined that US Cable is the only company that can fully meet all of the Governments requirements at the FLETC in Artesia, New Mexico at a fair and reasonable price. The Government intends to negotiate four additional one-year options to this contract to cover continued services for these 522 rooms. This is not a request for proposal from interested vendors. It is a synopsis issued to further determine that US Cable is the only vendor with the ability to fully meet our requirements in the Artesia area. Interested vendors must be capable to meet all of the following technical requirements: (1) the ability of the service to deliver local network channels viewed in digital/cable quality (Albuquerque networks are considered to be acceptable local channels); (2) the availability of various channels in programming packages; (3) the vendors ability to modify its services to meet changing Government needs such as the ability to modify channels or to upgrade to Spanish speaking stations; (4) the vendor's ability to fulfill service orders in a timely manner (i.e. a local technical representative must be available to meet maintenance requirements); and finally, (5)an evaluation of past performance.
