- Description
- The Space and Naval Warfare Systems Command (SPAWAR) intends to negotiate, on a sole source basis, with COMSAT Mobile Communications, 6560 Rock Spring Drive, Bethesda, MD 20817, to modify existing contract N00039-99-D-3201. The contract will be modified as follows: (i) Up to 15 additional DS-0 channels of terrestrial connectivity per month are required to support the fleet from 10 January 2002 through 9 July 2002. The service will consist of terrestrial connectivity from the COMSAT LES at Perth, Australia to Naval Computers and Telecommunications Area Master Station Wahiawa, HI (NCTAMS PAC). Negotiations will be conducted pursuant to the statutory authority of Title 10. U.S.C. Section 2304(c)(1), only one responsible source, as implemented by FAR 6.302-1(a)(1). COMSAT Mobile Communications is the only responsible source because the COMSAT/Navy infrastructure and operational procedures are currently in place. The fleet's operational requirements will be significantly adversely impacted if the additional terrestrial backhaul service cannot be provided until a new contract is awarded. RFP number N00039-01-R-3204 for the new contract was released on 3 October 2001. Service on the new contract is not expected to be available until approximately April 2002 at the earliest. Given the current world situation, it is vital to extend the availability of this terrestrial connectivity until such time as the successful offeror on the new contract can have service fully operational. The estimated value of this contract modification is approximately $600,000 if all additional items are ordered.
