Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00164-02-Q-0030 is hereby issued as a request for quotation (RFQ). The proposed contract is 100% set-aside for small business concerns. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 as well as DCN 20011001. The North American Industry Classification System (NAICS) Code for this procurement is 514191 and the size standard is 18.0 million dollars. This requirement is for the following: CLIN 0001 Research database via the Internet, must contain Parts and Vendor Search, Government Specifications and St andards (current and historical), Industry Specifications and other data bases containing information on Electronic Components, services shall be provided in accordance with the Statement of Work (SOW), Attachment I. The data bases must be hyperlinked with batch, searching capabilities in all files. The services must include the following: CLIN 0001AA NWQ11 Active Military Standards, Historical Military Standards, Naval Instructions, Directives and DOD Directives; CLIN 0001AB NS057 Haystack for Windows (on-line 30 user license); CLIN 0001AC MCX Master Catalog Xpress (10 user license); CLIN 0001AD TDX Tech Data Xpress (TDX)(unlimited access); CLIN 0001AE TGE1/TDX Deposit Account; and CLIN 0001AF ASTM Historical Documents (10 user license). The unit of issue for all items is 12 months. Requirement shall include Training and Toll free Customer Service Hotline. The p eriod of Performance shall be: 20 NOV 01 through 19 NOV 02. Delivery shall be F.OB. NSWC Crane, IN 47522 within 05 days after award. Final inspection will be at destination. Selection for award will be based on technical evaluation and price. Technical evaluation shall consist of system capabilities. All vendors submitting quotes must give a pre-award demonstration of system capabilities, pre-award demonstration shall include all criteria as set forth in Attachment II. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government. The offeror shall provide its Commercial and Government Entity (CAGE) Code, Contractor Establishment Code and Tax Identification Number. To be eligible for award you must be properly registered in the Government's Central Contractor Registration (CCR). If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame wil l be provided any changes/amendments and considered for future discussions and/or award.
