- Description
- The U. S. Army Intelligence and Security Command (INSCOM) will be issuing a solicitation for an IDIQ contract (base plus four option years) follow-on effort in support of the Land Information Warfare Activity (LIWA), Fort Belvoir, VA. The solicitation is to acquire services to provide continued Information/Warfare Information Operations (IW/IO) support to the land component and separate Army Commanders to facilitate planning and execution of information operations. The Army s Land Information Warfare Acti vity integrates information operations (IO) into the Army; supports the war-fighter in planning, synchronizing, de-conflicting and executing IO for the commander; and enhances Army force protection through a proactive defense of Army information and inform ation systems (INFOSYS). The LIWA coordinates and synchronizes support from INSCOM, Army, other Services, the joint IO community and other Government and non-government agencies and activities. It projects capabilities worldwide to provide offensive and defensive IO (OIO/DIO) operational, planning and training support to land component commanders (LCCs). The objective of this effort is to provide full spectrum IO support to LIWA. The contractor will provide IW/IO management support, technical, engineeri ng and administrative support to the US Army LIWA. The contract will cover LIWA s worldwide multidiscipline requirements to include, but not limited to the following geographic locations: Pacific Command (PACOM), U.S. Forces, Korea (USFK), European Comma nd (EUCOM), Southern Command (SOUTHCOM), Central Command (CENTCOM), Atlantic Command (ACOM) and the Continental United States (CONUS). The prime deliverable of the effort is continued support of automated computer programs, computer models and tools, data bases, decision aids, plans, studies, reports and product development/integration for LIWA. A Top Secret (TS) Facility Clearance is required. The proposed personnel requiring Top Secret clearance with Special Background Investigation must have access adj udicated by the contract award date. The draft statement of work can be downloaded from our website at www.vulcan.belvoir.army.mil. Information concerning the incumbent contractors will be posted on the INSCOM web site. Pre-Solicitation Conference: A pre-solicitation conference is scheduled for 12 Dec 200l, Headquarters, U.S. Army Intelligence and Security Command, Nolan Building, JG Conference Room, 8825 Beulah Street, Fort Belvoir, VA 22060-5246 from 9:00 a.m. to Noon. Only those offerors who have made advanced arrangements for attendance, 03 Dec 01, will be admitted. Due to space limitations at the time of this submission, each company, including divisions and subsidiaries, is limited to one (1) representative for co nference attendance. If two attendees can be accommodated for every company, then you will be notified. Therefore requests for attendance should name the primary attendee and one additional person. No walk-ins or last-minute replacements will be admitted. The security clearance for the conference is collateral SECRET. Each company must pass the collateral secret clearances for the conference attendee(s) (primary and proposed additional person) to the Directorate of Contracting, Contract Specialist Lisa Grant by mail o r by fax (703-806-1156) no later than 03 Dec 01. Clearances may not be passed by email. Conference parking and registration information will be posted on the INSCOM web site. The conference will focus on the statement of work and technical requirements of this effort. All questions concerning the statement of work must be in writing and received by the contract specialist no later than 26 Nov 2001. If not released earlier, a draft solici tation will be provided to each company in attendance, as well as, posted on our website at www.vulcan.belvoir.army.mil on or before 07 Dec 01. Solicitation Release Information: The solicitation will be released electronically only on or about 04 Feb 2002. Contract award is anticipated on or about 05 Aug 2002, with performance starting 01 October 2002. Interested parties can download the solici tation, as well as all subsequent amendments, from the INSCOM website at www.vulcan.belvoir.army.mil. A hard copy RFP will not be issued for this requirement. An official Bidder s Mailing List will be established to serve as a back-up in case the website fails. Although it is not required, interested parties are hereby notified that it is in their best interest to be added to the official bidder s mailing list.
