- Description
- The Space and Naval Warfare Systems Command (SPAWAR) intends to award a sole source cost plus fixed fee (CPFF) contract to Focal Point, Inc for NTCSS ILS, CM, Training, LCS, and Fleet Support for NTCSS IT-21 systems. This includes support of the Horizontal Integration Program for Relational Supply, Relational Admin, Optimized NALCOMIS Intermediate Maintenance Activity (OIMA), Optimized NALCOMIS Organizational Maintenance Activity (OOMA), OHMS-NG and Theater Medical Information Program -- Maritime (TMIP-M). The work involves providing logistics support services for all logistics elements to include technical data in Capstone NTSP and addenda, ILSP, ULSS, ILS meetings and agendas, briefings, status reports and milestone schedules. This sole source contract will provide for the necessary logistics support of IT-21 Block 1 and subsequent Upgrades. Additional services include, but are not limited to: In-Process-Reviews; ILSMT meetings and working groups; training reviews and meetings; CCBs; technical manual IPRs; Program Support Data for IT-21 B1U; IT-21 manpower, personnel, training issues and technical support for manning issues; developing and maintaining TMIP-M NTSP; providing Program Support Data; providing interface between U.S. Marine Corps and U.S. Coast Guard concerning TMIP-M training issues; provide interface with Navy/Marine Corps schoolhouses to determine current and future instruction requirements including TTE; curriculum revision or CBT insertion. FPI is the original developer and maintainer of training and training support for Navy tactical combat support programs in the areas of system administration and maintenance, as well as end users/operators for shipboard supply, maintenance, administration and medical information systems. Their lead developer has provided services to PMW151 for over 18 consecutive years and has unique programmatic knowledge not available from any other vendor. This contract will be for a 1 year base period and a one-year option period. This effort is intended to produce Navy System Training Plans in the most efficient and cost effective manner. It is expected that at the conclusion of this effort, the Navy will be able to commence development of the appropriate training. However, if additional developmental and integration efforts are required beyond this contract, it is anticipated that these efforts would be competitively award.
