Description

(i) The U.S. Army, Fort Carson, Colorado intends to negotiate a sole source contract with Garfield County, Colorado for leasing of facilities, grounds & airport for military cold weather training. This purchase will be done under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated award date is January 1, 2002. This notice is not a request for competitive quotes, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within ten days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed below. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation. (ii) The Directorate of Contracting, Fort Carson, Colorado has a requirement for the following: CLIN 0001 -- 25,000 square feet (enclosed) area to conduct rehearsals and utilize as a pallet building; 10,000 square feet for outdoor maintenance operations; 2,500 square feet (enclosed) area to conduct command post operations and mission briefings; 4,000 square feet (enclosed) to conduct isolation facility operations; Facility must have restrooms available to support 100 personnel; 10,000 square feet for sleeping area and mobile dining facility; 60,000 square feet to establish a motor pool, parking area, and antennae farm for communications; CLIN 0002 -- 50 square feet to establish a LZ-PZ for rotary wing operations; 1,500 square feet (enclosed) office building to conduct aircrew operations. (iii) Period of Rental: 15 February 20 March 2002 (iv) Award shall be made only to contractors who have registered with the Central Contractor Registration at www.ccr2000.com. (v) The following provisions in Federal Acquisition Regulation (FAR) apply to this acquisition to include any addenda to the provision. This solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
