Description
The National Heart, Lung, and Blood Institute intends to negotiate on a sole source basis with Silicon Genetics, 2601 Spring Street, Redwood City, CA . 94063, to purchase the GeNet Database Software. The purchase package includes: (1) the GeNet Database Software, one time installation fee per server (includes 5 seats for one year), technical support, training and upgrades. (2) Script Editor, Five (5) each; (3) GeneSpring Expression Analysis software, version 4.0. Single concurrent academic computer license, Ten (10) each; (4) GeneSpring software, second year license, five (5) each. The NHLBI Bioinformatics Core provides research tools and support to NHLBI investigators and conducts research in computational biology. The Bioinformatics Core maintains commercial research software and hardware that is accessible to investigators. The Microarray technology, including spotted arrays and oligo arrays, are a significant source of genomic expression data and eventually proteomic expression data. The GeNet a database engine for manipulating large microarry data sets, is an essential piece of apparatus for quantifying the expression levels of gene products in biological samples for the large number of experiments conducted within the NHLBI. The Licenses are to add to an existing program implementing GeneSpring within NHLBI. This acquisition is being conducted under simplified acquisition procedures, and is exempt from FAR Part 6. The North American Industry Classification (NAICS) Code is 511210, Size Standard is $18.M employees are applicable to this requirement. The following Federal Acquisition Regulation (FAR) Clauses apply to this requirement. FAR Clause 52.212-1, Instructions to Offerors- Commercial Items FAR Clause 52.212-2, EVALUATION- Commercial Items, The Evaluation procedure is based upon the product to be purchased, installed, and descriptive literature of product. FAR Clause 52.212-3, Offeror Representations and Certifications- Commercial Items, FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items. The addenda to the clause reads as follows: The offeror must provide terms and conditions of required services, itemize pricing, commercial price list, prompt payment discount terms, the F.O. B. point (Destination or Origin), Dun & Bradstreet number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
