Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a sole source basis with Boeing to procure the research, development demonstration and delivery of a set of tools and processes that will enhance the Boeing ATLAS Verification and Analysis (AVA) tool. This tool has already been tailored and used for screening of specific CASS Test Program Sets (TPSs) for the US Navy. These tools and processes will allow the TPSs that were developed for the Consolidated Automated Support System (CASS) program to be assessed for impacts on design and design modifications of CASS ATE Systems. The project will also define/model the use of Teradyne's Ai7 instrument for SRA functional testing (Boeing is currently under contract for the integration of the Ai7 into the CASS/RTCASS stations). This requirement will be accomplished as a delivery order under Basic Ordering Agreement (BOA) N68335-99-G-0028. As the designer, developer, integrator and original equipment manufacturer of the original AVA tool, Boeing is the only known company that possesses the experience, knowledge and technical expertise to perform these requirements within the timeframe required. The Government does not own the specifications, source code, drawings or data of the AVA tool. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
