Description
The Bureau of Reclamation, Pacific Northwest Regional Office has a requirement to provide janitorial maintenance services for the Grand Coulee Power Office and adjacent facilities, Grand Coulee WA. The facilities include but are not limited to office buildings and space; tourist facilities; control bays; service bays; powerplants; pump generator plant; switchyards; and elevator towers. This facility has approximately 1.2 million square foot of space. The facility has a variety of issues which impact the janitorial requirement. Some janitorial services are performed around extremely sensitive equipment (switchgear and controls). Carelessness around this equipment could cause power failures through-out the Pacific Northwest. The site is a major tourist attraction and is exposed to a great deal of public scrutiny. The janitorial requirements have high standards due to public scrutiny. There are areas that must be kept dust free to ensure the equipment runs smoothly. Safety issues are paramount in the machine shop. Though the services required are commercial type services they are not considered ordinary or run of the mill. Offerors are strongly encouraged to visit the site and acquaint themselves with the issues which impact this requirement. With the current security status, there will be a one time only site tour for all interested offerors. The date for the site visit will be determined at a later date and will be posted in the solicitation. Services will include but are not limited to dusting, sweeping, stripping and refinishing floors, machine scrubbing floors, vacuuming, snow removal, cleaning restrooms, and wiping down and cleaning a variety of surfaces. We have approximately 246,771 feet of terrazzo flooring that must be maintained in top condition. These floors must be stripped, buffed and refinished. The contractor will be responsible for supplying all equipment, materials, and supplies to accomplish the required tasks. Reclamation intends to award one fixed-price contract with a base year plus four possible option years. The solicitation will be issued as a Request for Quotation and will be a best value negotiated award. At this time we intend to evaluate past performance, experience, equipment, price, and other criteria if determined necessary. These factors will be discussed in the solicitation. The solicitation will be issued as a performance based commercial service. This procurement is being conducted under the FAR Subpart 13.5 Test Program; simplified acquisition procedures apply; and these services will be purchased in accordance with FAR Parts 12, 13, and 15. We expect the contract services to begin approximately April 1, 2002. We anticipate having a solicitation available by November 19, 2001 and offers due January 10, 2002. We intend to issue a HUBZone small business set-aside solicitation via our web site www.pn.usbr.gov.contracts and at www.fedbizopps.gov. If you are interested in competing for this contract, you must download and/or print the solicitation documents from our website. The solicitation and any amendments will be posted in the Adobe Acrobat format. If you don't have the free-of-charge Adobe Acrobat Reader, there's a link to download at our site. Offerors are strongly encouraged to register at our website after downloading the solicitation, which will include you on the planholder list and allow convenient notifications of amendments. Offerors are responsible for checking our website frequently for amendments or notices, particularly before submitting their proposals. No paper copies or CD-ROMs will be issued unless our website becomes inoperable, then the solicitation and any amendments will be made available on CD-ROM or paper. If issued on CD-ROM or paper, one copy will be mailed free of charge to each party on the planholder list, and additional copies will be $25 each. This requirement is 100% set-aside for HUBZone small businesses and the applicable North American Industry Classification System (NAICS) Code is 56172. The small business size standard is $12 million. All companies requesting this solicitation must be certified as HUBZone businesses by the Small Business Administration. See numbered Notes 1 and 27.
