- Description
- The Department of Transportation, Federal Railroad Administration (FRA), Office of Safety, has a requirement to acquire contractor support for Automated Track Inspection Program (ATIP) operation, preventive and remedial maintenance, other associated equipment, and supporting services for the FRA-owned track geometry cars. The broad purpose of the ATIP is to minimize the risk of a passenger or catastrophic hazardous material accident/incident by accurately collecting and disseminating track geometry information to FRA headquarters, regional management, and respective railroads. ATIP is a valuable tool to FRA inspectors in the advance detection of potential accident-causing hazards and provides a basis on which the FRA can mandate compulsory operational and remedial action in order to ensure the safety of the nation?s railroads. FRA will utilize ATIP data to identify track safety trends and attempt to prevent a reversal of long-term trends of substantial improvements in safety and industry performance. It is anticipated that an indefinite delivery-indefinite quantity cost-plus-fixed-fee contract will be awarded. Individual task orders will be issued under the proposed contract to address discrete program requirements, as they are identified, finalized, and funded. The main program emphasis will be track inspection via the use of the FRA T-2000 geometry car, a state-of-the-art high-speed self-propelled vehicle that began regulatory inspection service in February 2001. The FRA T-2000's predecessor geometry car, FRA T-10, is in a standby mode, and both it and an FRA T-16 research car may be utilized to conduct other program requirements anticipated to support R&D and inspection requirements of other FRA offices and other Government agency requests for track inspections. Possible other requirements include, but are not necessarily limited to, Department of Energy track inspections prior to nuclear fuel shipping and Department of Defense STRACNET route surveys. The proposed contract period of performance is a base period of four years with a one-year option period. The estimated contract ceiling for this requirement is $20 million over the five-year period of performance. The solicitation and any related documents for this procurement will be made available to interested parties through electronic media available for downloading via the Internet at Federal Business Opportunities (FedBizOpps) at http://www.fedbizopps.gov (formerly Electronic Posting System at http://www.eps.gov). No paper copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the Internet site for the release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provisions. This is an unrestricted solicitation, and all responsible sources may submit a proposal that will be considered by the agency. It is anticipated that the solicitation will utilize written proposals in combination with oral presentations. Tentative procurement milestones for this requirement are: (1) Issuance of RFP on or about November 14, 2001; (2) Proposals due on or about December 18, 2001; (3) Oral presentations during the week of January 7-11, 2002; (4) Initiation of negotiations on or about January 21, 2002; and (5) Contract award on or about January 28-31, 2002. Tentative milestones are provided for planning purposes. While subject to slight variations, the tight schedule required to meet proposed award date mandates that requests for time extensions to these milestone dates may not be honored.
