Description
The Arnold Engineering Development Center (AEDC) in response to the request by the Director, Operational Test and Evaluation (DOT&E), is soliciting research proposal abstracts and subsequent full proposals in the area of hypersonics test and evaluation (T&E) development. DOT&E seeks innovative abstracts and subsequent full proposals in hypersonics areas that will allow improved test and evaluation development for current systems and future systems that will require test and evaluation over the next 10 to 15 years. The goal is not to perform basic research but to define and then enable technologies necessary to perform the testing and evaluation of future hypersonic aircraft, propulsion systems, components, and weapons systems. A list (not to be considered all-inclusive) of areas that require advances in test and evaluation technologies are those associated with: ramjets, scramjets, hypersonic combustors, hypersonic weapon lethality and survivability assessment, high temperature engine components, infrared and radio-frequency materials for hypersonic weapons systems, stability and control, guidance and control, innovative flight test technologies for hypersonic vehicles, integrated propulsion and airframe testing, computational T&E tools, hypersonic flow diagnostics, plasma dynamics and electromagnetic-flow field interactions or other drag reduction technologies, and hypersonics aerothermodynamics. PROJECT SCOPE: Awards totaling approximately $1.5M are expected to be made in FY02 with anticipating funding level increases occurring in the following fiscal years. The program is expected to be initiated in FY02; however, the prospective proposer should be aware that there is no certainty in the funding or level of effort. The Government reserves the right to select for award all, some, or none of the proposals received. GENERAL INFORMATION: Proposal abstracts and subsequent full proposals should address development and/or operational test and evaluation technologies. DOT&E strongly encourages well-coordinated, interdisciplinary research and development activities. Teaming among academic, industrial, and /or government partners are encouraged; however, this is not a requirement. Projects may be awarded in phases with the later phases being funded in FY03 or later and will be contingent on funding availability, merit of performance in previous phases, and anticipated future T&E requirement for the technologies being addressed. In order to minimize the magnitude of the proposal preparation and review process, a proposal abstract totaling no more than 15 pages (total) is REQUIRED prior to submission of a full proposal. Abstracts should be submitted by 12/04/01. Each abstract should specify the benefiting U.S. military service, the organization code, sub-contractors (where applicable), and their specific roles. The abstract should briefly describe the out-year effort beyond completion of the phase I effort. Each abstract should address a specific hypersonic T&E need. Additionally, the abstract should address any ongoing, defense or commercial science and technology efforts that will be leveraged, and cost sharing opportunities, if applicable. Proposal abstracts and subsequent full proposals should be submitted electronically in PDF, MS-Word, HTML, or ASCII format and should be forwarded to AEDC by means of 3.5 floppy, ZIP (100 or 250 MB) disc, or CD-ROM. In addition, two paper copies should be submitted and mailed with the electronic media. No proposal abstract or subsequent full proposal submitted via e-mail will be considered and all abstract materials should be received at AEDC no later than 12/04/01 for consideration. All abstract materials should be addressed to: AEDC/PKP, Attn: Kathy P. Swanson, 100 Kindel Drive, Suite A332, Arnold AFB TN 37389-1332. Proposers will be notified of acceptance or rejection within 30 days of receipt of the full proposal. Those proposals not initially selected will be kept on file until 30 September 2002. In the event that the hypersonics TEST program budget allocation is increased prior to the end of the fiscal year, these non-selected proposals may be funded. After 30 September 2002 the proposals, with the exception of one file copy, will be destroyed. EVALUATION: Evaluation of proposal abstracts and full proposals will be accomplished through a technical review of each proposal using the following criteria: (1) relevance to hypersonic T&E technologies, (2) overall scientific and technical merit, (3) plans and capability to accomplish technology transition, (4) offeror s capabilities and related experience, and (5) cost realism. Upon review, AEDC will respond to proposal abstracts with a recommendation to submit or not to submit a full proposal. The proposer will then be given 40 days from the date of mailing of notification to submit a full proposal.
