- Description
- Enlisted Barracks Complex II, PN 54459, Fort Hood, Texas. Project consists of 480 person Barracks, Soldier Community Facility, 501-800 person Dining Facility, 5 Company Operations Facilities, Central Energy Plant with Chilled Water Distribution System and Chilled Water Storage Tank, Pavilions, utilities, fire protection, POV parking, walks, curb and gutter, storm drainage, information systems, site improvements and landscaping. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a paper hard copy format. The Government intends to issue this solicitation through the use of the Internet and CD ROM. Amendments to this solicitation will be issued as Interne t or CD ROM only. No additional media (Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary. Contractors may view/download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: http://ebs.swf.usace.army.mil. All offerors are required to check the Fort Worth District Contracting Division website daily to be notified of any changes to this solicitation. Estimated Cost Range: $25,000,000 and $5 0,000,000. Solicitation to be issued on or about November 16, 2001. Proposals are due on or about December 18, 2001. Duration of contract is approximately 720 calendar days. This is an unrestricted solicitation. If a large business firm intends to subm it a proposal, it must comply with FAR 52.219-9 clause regarding the requirement for a subcontracting plan. The Fort Worth District goals are as follows (expressed as a percentage of the contractor's total planned subcontract amount): Small Business -- 61. 4%; Small Disadvantage Business -- 9.1%; Women-Owned Small Business -- 5.0%; Veteran-Owned Small Business 3.0%; Historically Black Colleges & Universities/Minority Institutions (where applicable) -- 2.0%; and HUBZone Small Business -- 1.0%. Offers from all q ualified business concerns are solicited. Offers from responsible sources will be considered. The North American Industrial Classification System (NAICS) Code for this procurement is 233322, Commercial and Industrial Building Construction, which correspo nds to SIC Code 1522. Small Business Size Standard is $27.5 million.
