- THIS IS A PRELIMINARY NOTICE FOR REQUEST FOR PROPOSAL (RFP) ANNOUNCEMENT. THIS IS A REQUEST FOR A CONTRACTOR TO SUBMIT THEIR INTEREST IN RECEIVING AN RFP TO REMOVE AND DISPOSE OF HAZARDOUS WASTE MATERIALS. RESPONSES TO THIS RFP WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISTION DECISIONS-SEE SUBMITTAL REQUIREMENTS BELOW. THE RFP WILL BE READY FOR DISTRIBUTION APPROXIMATELY NOVEMBER 15, 2001. AFTER REVIEW OF THE RESPONSES TO THE RFP ANNOUNCEMENT, A CONTRACT WILL BE AWARDED TO THE CONTRACTOR FOR A BASE YEAR AND FOUR OPTION YEARS. The Veterans Affairs, Network Business Center, VISN 22, is seeking sources for a consolidated requirements contract for various liquid and solid hazardous materials for four VA Medical Center Facilities located at, Loma Linda, San Diego, Long Beach and Greater West Los Angeles. The Hazardous materials include; flammable organics, aldehydes, keytones, glycoles, oils, corrosives, water paints and solvents, glass, reactive chemicals, poisons, aerosols, mercury, batteries and organic solvents (non-radioactive) The contractor shall furnish all labor, materials, equipment, transportation, plant, waste management and other required reports, and supplies necessary to prepare, analyze, package, label, collect, remove, transport, store, treat and dispose of Hazardous Waste under the resulting contract, in compliance with VA, EPA, OSHA, JACHO, state and local requirements The intended contract shall provide the Government the option to extend the contract in one-year increments for a base and four option years. Responses to this notice should include company name, address, point of contact, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS) and must respond to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small, emergency business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "hub zone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firma certified Service-Disabled Veteran Owned and Veteran-Owned? This is not a request for proposals and in no way obligate the Government to award any contract. Responses to this notice shall be mailed to the attention of Dennis McLaughlin, Department of Veterans Affairs, Network Business Center, Material Procurement, 5901 East Seventh Street, Bldg. 149, Long Beach, CA 90822-5201. Telephone and/or e-mail responses will not be accepted. Responses must be received in writing no later than 2:00 p.m. on 5 December 2001. Firms responding to this announcement which fail to provide all of the required information cannot be used to help the Government make the acquisition decisions which is the intent of this synopsis.
