Description

The USDA, Agricultural Research Service, Foreign Disease-Weed Science Research Unit (FDWSRU) located at Fort Detrick, in Frederick, Maryland requires basic Janitorial Services for laboratory and administrative office cleaning, rest room cleaning and stocking, and trash removal in accordance with FAR Part 12. The period of performance for this performance based service contract will be from December 1, 2001 (or date of award, whichever is later) through September 30, 2002 (base period), and four (4) renewable 1-year options beginning October 1 of each year. A Site Visit has been scheduled for November 7, 2001 at 1:00 p.m. PRE-CLEARANCE AND REGISTRATION IS MANDATORY. ACCESS TO THE FACILITY IS STRICTLY LIMITED AND MAY REQUIRE RANDOM PERSONAL/VEHICLE SEARCHES. INDIVIDUALS MUST HAVE TWO (2) PICTURE IDENTIFICATIONS TO GAIN ENTRY. ALSO, PLEASE ALLOW ONE-HOUR MINIMUM TO PASS THROUGH THE CLEARANCE PROCEDURES. Contractors interested in attending must contact Ms. Lisa Botella at (215) 233-6555, by November 6, 2001. NO PAPER COPIES WILL BE DISTRIBUTED. POTENTIAL OFFEROR'S WILL BE RESPONSIBLE FOR MONITORING AND DOWNLOADING THEIR OWN COPY OF ANY AMENDMENTS ISSUED ON THIS SOLICITATION. THE POTENTIAL OFFEROR'S ARE ALSO REQUIRED TO PROVIDE THE FOLLOWING MANDATORY INFORMATION TO ESTABLISH A BIDDER'S MAILING LIST: COMPANY NAME, STREET ADDRESS, TELEPHONE, FAX AND CONTACT NAME. THIS REGISTRATION INFORMATION MUST BE FAXED TO THE CONTRACTING OFFICER (215) 233-6558 AND REFERENCE SOLICITATION NO. RFP 01-3615-02. REQUESTS SENT BY E-MAIL ARE NOT ACCEPTABLE. The location has approximately 30 federal employees, is comprised of two laboratory and office buildings with attached greenhouses: buildings 1301 and 374. The location has an approximate total of 28,100 square feet of laboratories, storage rooms and closets, conference room, library, lunchroom, restrooms (7) and office space. Bldg.374 is a BL3 biological containment (hot) facility for all types of plant pathogens and represents the highest level of biosafety for plant disease research, which are not harmful to humans. A BL3 facility requires collection and sterilization of all waste water, sterilization procedures for tools, instruments, and supplies to be removed from containment, and exit showers for personnel. The Contractor shall be required to sign a Pre-Entry Agreement whereby they agree to avoid contact with susceptible plants as designated by the Safety Officer. The Contractor shall be required to shower out of the BL3 facility, which will take approximately 30 minutes. Non-standard services includes semi-annual (exterior/interior) Window Washing; Quarterly stripping and resealing Bathroom Tile and Floors; Annually stripping and resealing all vinyl tile floors. Work hours will be from 8:00 a.m. to 4:30 p.m. daily, excluding weekends and Federal holidays, unless otherwise scheduled. This is a total small business set-aside. The NAICS is 561720 with a small business size of 12 million. Specifications are contained in Solicitation No. 01-3615-02 which will be available on or about October 24, 2001.
