- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 and Defense Acquisition Circular 91-13. This action is restricted to small businesses and has a NAICS code of 421830. This solicitation has one CLIN with the purpose of issuing a Firm-Fixed Price Indefinite Delivery, Indefinite Quantity Contract. The Government will order a minimum of ten (10) rebuilds under this contract and a maximum of three hundred sixty (360). The resultin g contract shall consist of a base year and two (1) year option periods. The following service is required for Government Owned MK48 Logistics Vehicle components: CLIN 0001 Rebuilding/Cleaning of Government Owned Radiator (Cooling Tower) Assemblies, NSN 2930-01-181-6743. The assembly consists of three coolers. Engine radiator, transmission oil cooler, and hydraulic oil cooler. The Contractor will notify the Government of any unserviceable assemblies. Contractor must be capable of performing service on a maximum of (20) assemblies in a given month for the duration of this contract. Contractors will be required to pick up and return radiator/cooler assemblies to the MCLB within (7) days of their receipt of the assemblies. The cooling towers will be made available to the Contractor in their installation configuration and are to be returned in the same configuration. Clean and flus h all interior and exterior surfaces of coolers, to include removal of all corrosion, and sludge from tanks. All tanks and coolers will be tested for leaks. Remove corrosion and foreign material from exterior of coolers. Exterior surfaces will be covered with two coats of paint, covering all sides of flues, fins, and radiator tanks, upper and lower to specification. Leaks on flat surfaces of tanks are to be repaired by sweating sheet metal over the leaking surface. Engine radiator cores will be replaced 100% by contractor. Replacement of radiator flap, Part number 127770C is required 100%. Filler cap, drain cocks, overflow tubes, and sight gauge must be completely functional or replaced. Replacement of foam on top of radiator tank, Part number 106855 is required 100%. Pressure test radiators at 11 p.s.i. minimum/maximum. Inspect oil cooler (hydraulic and transmission) fins t o see that they are parallel and that tubes are not bent or broken. Replace any bent or broken. Inspect all soldered seams and attachment of inlet and outlet fittings weldments for leaks. Pressure test coolers to 125 p.s.i. (maximum) as stated in rebuild standard. Contractor will provide new cores, all required hardware, and paint. Paint to be used is N-2407 Black Radiator Dip Air Dry. Paint Thinner is Thinner Dope and Lacquer-Cellulose Nitrate. 12 oz. Thinner to 1 qt. Paint. The following technical manuals apply: RS-08780A-50, TM2320-34/13=TM9-2320-297-34, TM2320-24P/14B=TM9-2320-297-24P, and TM4750-15/1 (Paint). The following FAR Clauses/Provisions apply: 52.212-1, Instructions to Offerors Commercial Items. 52.212-2, Evaluation Commercial Items, (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, basic price including 1st and 2nd option and other factors considered. [The following factors shall be used to evaluate offers: Best value to the government to include, Price and Delivery Time.] 52.212-3, Offeror Representations and Certifications Commercial Items, (Copies of 52.212-3 are available upon request from the Contracting Office or on the Internet at http://www.arnet.gov/far), 52.212-4 Contract Terms and Conditions Commercial Items. 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items (incorporating 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36 Affirmative Action for Handicapped Workers, and 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. The contractor shal l extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial service, provided such warranty is available at no additional cost to the Government. Rebuilt assemblies labor and parts shall carry a one year warranty from delivery date. All warranty work is to be done at the delivery site if practical. Offerors responding to this announcement must provide the information contained in 52.212-3, Evaluation Commercial Items with their offer. The offeror should also provide its Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to be considered for award (NO EXCEPTIONS). If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and be considered for future discussions and/or award. Written, facsimile, or emailed quotes and the above required information must be received at this office on or before 16 November 2001, at 2:00 PM Eastern Standard Time.
