Description
CHPS is a program to develop scaleable integrated hybrid electric power systems for future combat vehicles by conducting experiments in a re-configurable laboratory, and developing component technologies and virtual prototyping. The Army plans to provide for the continued operation, maintenance, and upgrade of the Systems Integration Laboratory (SIL), to enable studies and experiments to be constructed, and to evaluate emerging/enabling technologies in order to substantially increase the Army's understanding of the benefits and burdens of Hybrid Electric Combat Power Systems (HECPS). Additionally, this effort will provide for the development of HECPs and power system architectures in a virtual design environment to obtain performance and warfighting advantage assessments. The US Army Tank-automotive and Armaments Command (TACOM-Warren) will negotiate on a sole source basis under FAR 6-302.1 with Science Applications International Corporation (SAIC), San Diego, CA for this effort. TACOM-Warren plans to issue an RFP that will result in a cost-plus-fixed-fee task-order contract. The negotiated contract will be an IDIQ type contract. The minimum award value is anticipated at $2 million for the first eight months of effort. The maximum value is anticipated to be $45 million over a five-year period. The target award date is 30 Jan 02. See numbered Notes 22 and 26.
