REQUEST FOR INFORMATION (RFI) ON THE FEASIBILITY OF NVG COMPATIBLE VERSIONS OF NAWCADLKE P/N 318837-1, P/N 318837-2, P/N 318837-3, P/N 318837-4, AND P/N 318837-5 FILTER LENSES THAT ALSO MEET THE COLOR REQUIREMENTS OF AVIATION WHITE, AVIATION RED, AVIATION GREEN, AVIATION YELLOW, AND AVIATION BLUE REQUIREMENTS OF SAE AS25050 (FORMERLY MIL-C-25050). Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) is requesting Information on the feasibility of NVG Compatible Replacement Filters that are a form, fit, and functional replacement for NAWCADLKE P/N 318837-1 (also known as MS17817-1) AVIATION WHITE LENS, P/N 318837-2 (also known as MS17817-2) AVIATION RED LENS, P/N 318837-3 (also known as MS17817-3) AVIATION GREEN LENS, P/N 318837-4 AVIATION YELLOW LENS, and P/N 318837-4 AVIATION BLUE LENS. These replacements lenses need to be NVG Compatible and, simultaneously, to meet the AVIATION COLOR requirements of SAE AS25050 (formerly MIL-C-25050). The NVG Compatibility requirements and Aviation Color requirements need to be met at up to 360o angles of Azimuth and up to 90o Elevation when used with 3 different lamps in at least 3 different light fixtures [MS15564-6 or Trade Number 1196 Incandescent Lamp in NAWCADLKE Light Fixture P/N 609024-1, NAWCADLKE P/N 419860-2 Quartz Lamp in NAWCADLKE Light Fixture P/N 514610-1, and Crouse-Hinds (CAGE 18192) P/N 20552-PC-045-CR with P/N 20553 Incandescent Lamp]. NVG Compatibility is currently not defined for these filters or for the 3 light fixtures. Minimum desired degree of NVG Compatibility for the White, Green, and Blue Filters is NO BLOOMING or HALOING of ANVIS-6 NVGs at a distance of 5 feet from a light fixture using this filter. Desired degree of NVG Compatibility for the White, Green, and Blue Filters is no engagement of the Automatic Gain Control (ACG) of, but still visible in, ANVIS-6 NVGs at any direct line of sight distance without requiring dimming of the light fixture. Ideal Degree of NVG Compatibility for the White, Green, and Blue Filters are thought to be less than 1.7 x 10-10 NRa Night Vision Radiance, unscaled, at full voltage / current conditions when measured in accordance with and measured with equipment meeting the requirements of MIL-STD-3009 (formerly MIL-L-85762A). Minimum desired degree of NVG Compatibility for the RED FILTER is NO BLOOMING or HALOING of ANVIS-6 NVGs at a distance of 5 feet from a light fixture using this filter. Ideal Degree of NVG Compatibility for the RED FILTER is thought to be between 4.7 x 10-8 NRb and 1.4 x 10-7 NRb Night Vision Radiance, unscaled, at full voltage / current conditions when measured in accordance with and measured with equipment meeting the requirements of MIL-STD-3009 (formerly MIL-L-85762A). Minimum desired degree of NVG Compatibility for the YELLOW FILTER is NO BLOOMING or HALOING of ANVIS-6 NVGs at a distance of 5 feet from a light fixture using this filter. Desired degree of NVG Compatibility for the YELLOW FILTER is no engagement of the Automatic Gain Control (ACG) of, but still visible in, ANVIS-6 NVGs at any direct line of sight distance without requiring dimming of the light fixture. Ideal Degree of NVG Compatibility is thought to be between 5.0 x 10-8 NRa and 1.5 x 10-7 NRa Night Vision Radiance, unscaled, at full voltage / current conditions when measured in accordance with and measured with equipment meeting the requirements of MIL-STD-3009 (formerly MIL-L-85762A). The existing nominal photopic transmission for NAWCADLKE P/N 318837-1 AVIATION WHITE Lens is thought to be approximately 80%. The existing nominal photopic transmission for NAWCADLKE P/N 318837-2 AVIATION RED Lens is thought to be approximately 19%. The existing nominal photopic transmission for NAWCADLKE P/N 318837-3 AVIATION GREEN Lens is thought to be approximately 16%. The existing nominal photopic transmission for NAWCADLKE P/N 318837-4 AVIATION YELLOW Lens is thought to be approximately 75%. The existing nominal photopic transmission for NAWCADLKE P/N 318837-5 AVIATION BLUE Lens is thought to be approximately 3%. The spatial light distribution of the NVG Compatible replacement lenses (as measured by a goniometer) shall not deviate from that in the existing NAWCADLKE P/N 318837-1, P/N 318837-2, P/N 318837-3, P/N 318837-4, and P/N 318837-5 Lenses. The replacement lenses will also be directly exposed to all weather conditions, ice, snow, salt, sand, sudden temperature extremes, jet blast, and aviation solvents and fluids.
