JOINT HELMET MOUNTED CUEING SYSTEM (JHMCS): This CBD announcement constitutes a Notice of Contract Action of a proposed contract for the production, manufacture and delivery of JHMCS systems to meet schedule critical F-15, F- 16, and FA-18 E/F requirements. Small businesses are hereby notified of potential subcontracting opportunities in helmet mounted display and head tracking components. The JHMCS Program Office (ASC/FBH) at HQ Aeronautical Systems Center, Wright- Patterson AFB, OH proposes to award a contract to The Boeing Company, St. Louis MO to provide JHMCS support to the AF/Navy for LRIP3 in 3QFY02. This effort will require the contractor to plan for, establish a production line to produce, test, and deliver JHMCS Shop Replaceable Units (SRUs), Line Replaceable Units (LRUs), and support equipment for up to 270 JHMCS units, including options. This effort also will require the contractor to provide spares, associated consumables, and support and test equipment to meet F-15, F-16 and F/A-18 delivery requirements. Finally, this effort may require the contractor to perform repairs of failed repairables via this contract. These requirements include but are not necessarily limited to: system specification and acceptance test procedure compliance; Interface Control Document (ICD) compliance; compatibility with F-15, F-16 and F/A-18 Operational Flight Program (OFP); F-15C and compatibility with the existing F-15 Group A aircraft hardware; and the F- 16 and F/A-18 Group B aircraft hardware. A firm fixed price type contract is contemplated for this effort. No solicitation is available at this time. The period of performance is contemplated to be twenty-four (24) months. A SECRET Security Clearance will be required during the period of the work. An Ombudsman has been established for this acquisition. The only purpose of the ombudsman is to receive and communicate serious concerns from potential offers during the proposal development phase of the acquisition.
