Description
Introduction The USAF Air Mobility Battlelab plans to conduct a demonstration of commercial off-the-shelf NVG compatible lighting technology for C-5 aircraft for use in NVG related missions. The technology will be used in USAF C-5 aircraft flight deck and cargo compartments. The technology should have the capability to filter existing mandatory aircraft indicators and provide NVG compatible lighting for flight deck and cargo areas, as well as IR lighting for cargo compartment area illumination. The goal of the demonstration will be to examine NVG compatible lighting systems to determine which is the most practical for use. Through this Broad Agency Announcement (BAA), the Air Force is soliciting prototypes from all areas of the commercial aviation lighting industry to accomplish this goal. Selection Criteria The primary selection criteria for all proposals will be the most practical system. All offeror's are strongly encouraged to submit a prototype that best meets the specific performance criteria below. Specific Performance Criteria The system must be ruggedized. The system must function within a temperature range of -40 degrees Fahrenheit through 120 degrees Fahrenheit. The system must function at humidity ranges up to 94 percent nominal. The system must function at aircraft cabin pressures equivalent to 25,000-foot altitude and function during and after decompression from 8,000 feet to 45,000 feet aircraft cabin pressure at 1, 7, and 60-second intervals. The system must function during and after being subject to vibration, shock, and acceleration as encountered during air, sea, and ground transport. The system must be adaptable to any C-5 aircraft and maintainers must be able to configure any C-5 aircraft with the system in less than one hour. The system must be compatible with and be easily connected to aircraft internal power sources. The system must conform to MIL-STD-3009 and JSSG-2010-5. The system must be configured to allow for easy switching from NVG mode to IR (blackout) mode in the cargo compartment when needed. The system must be portable and not require modification to the C-5 airframe. Funding Currently there is limited Battlelab funding identified for this program, however, funding will be sought for prototypes selected. General Information Concerning This BAA This notice itself constitutes the BAA as per FAR 6.102(d) (2). There shall be no formal RFP. The Air Force reserves the right to select for award, any, part of, all, or none of the proposals received. The Air Force may or may not purchase any of the lighting systems demonstrated. This BAA is an expression of interest only and does not commit the Air Force to pay any prototype costs related to this announcement.
