Description
The National Renewable Energy Laboratory (NREL) requires services for the architectural and engineering design of the Science and Technology Facility. The total estimated construction cost is in the range of $10,000,000 to $15,000,000. The building will house offices and laboratory facilities, mechanical areas and a toxic gas storage area. It is required to conduct state-of-the art research in the field of semiconductor process development. The laboratory facilities will consist of wet and dry labs for advanced material synthesis and characterization. The facility will have specific design requirements for laboratory HVAC, vibration control, temperature and humidity control and distribution of toxic gases. This project will be funded on an incremental basis with phases that include Title I and Title II/III services. The design will be subject to Federal Acquisition Regulation (FAR) 36.609-1 "Design Within Funding Limitations" requirements. NREL invites your submission of a current Standard Form 254, a current Standard Form 255 with a description of the types and disciplines employed in your firm's office as well as a description of your in-house services such as design capabilities, CAD/CAE services, etc. The evaluation process will consist of the following steps: 1) NREL's panel review of the submitted SF 254's and SF 255's in accordance with the general criteria listed below to develop a short list of firms; 2) A Request for Proposal (RFP) will be issued to the short list firms requesting submittal of a Technical/Price Proposal, and other pertinent data as appropriate; and 3) Oral presentations and possible site visits of the short listed firms may be required. The firms' SF 254's and 255's will be evaluated on the following criteria: A)Demonstrated experience in integrating safety into the building design including H-6 laboratories; B) Demonstrated experience in designing to project technical requirements; C) Demonstrated capability on past projects to design to the project budget; D) The overall cost of design services; E) Demonstrated capability to incorporate "green buildings technologies", as defined in the US Green Buildings Council LEED rating system, into design solutions; F) Demonstrated capability in developing an architectural image consistent with the project site and owners identify; and G) Methodology for providing a regional presence and knowledge of the locality of the project. Firms selected to receive RFP's will have their proposals evaluated utilizing a "Best Value Selection" process. Best Value Selection (BVS) seeks to select an offer based on the best combination of price and qualitative merit of the offers submitted and reduce the administrative burden on the offerors and NREL. BVS predefines the value characteristics which will serve as the discriminators among offers. BVS evaluation is based on the premise that, if all offers are of approximately equal qualitative merit, award will be made to the offeror with the lowest evaluated price. However, NREL will consider awarding to an offeror with higher qualitative merit if the difference in price is commensurate with added value. Conversely, NREL will consider making award to an offeror whose offer has lower qualitative merit if the price (or cost) differential between it and other offers warrant doing so. Responses, including submission of SF 254's and 255's, must be received no later than Wednesday, November 21, 2001. This project is open to large and small businesses.
