No changes have been made to the notice.***THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect in the Federal Acquisition Regulation (FAR) issued September 2001. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible offerors may submit a quote.***This is a brand name or equal procurement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency requirement.***The National Institute of Standards and Technology (NIST) has a requirement for a Verdis 10 W Laser System, Part #VERDI-V10-110 or equivalent with particular accessories and specifications. This equipment shall be used as a pump laser for other lasers, a source itself, and to be doubled to 266nm. This equipment shall be used for an experiment entitled "Traveling SIRCUS".***All interested offerors shall provide a quote for the following line item: LINE ITEM 0001: Quantity one (1) Verdi 10 W Laser System, Part #VERDI-V10-110 or equivalent, meeting all the following required specifications: 10W, CW 532 nm, Diode-pumped, single frequency, frequency-doubled Nd: YVO4 Laser. Laser head shall be hermetically sealed that no dust can enter the cavity and that no alignment or cleaning of optics is needed. The size of the laser head shall not exceed 18.3 X 5.5 X 4.3 inches to allow for space on the optical table for other instruments. The size of the power supply shall not exceed 17.2 X 17.8 X 10 inches so that it may be rack mountable. The laser shall be single frequency (less than MHz over 50 msec) to ensure the lowest possible noise and the longest possible coherence length. The laser shall be specified with noise less than 0.02% rms from 10Hz to 1GHz. There shall be adjustment on the power supply to vary the output power of the rated output. To ensure the longevity of the diode bars which pump the Vanadate crystal, the diode bar material should have no aluminum in the active area to eliminate the main failure mechanism of diode lasers: catastrophic optical damage due to oxidation of aluminum at the diode facet. Replacement of the diode packs housed in the power supply shall be connected to the optical fibers via an SMA type connector for convenience. When changing the diode bars, it should not be necessary to feed the fiber in and out of the umbilical cord.***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay and bear all charges to the specified point of delivery.***The contractor shall deliver all line items FOB DESTINATION, to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Delivery shall occur within 12 weeks after receipt of the purchase order.***Award will be made to the offeror whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical and Past Performance, when combined, are significantly more important than price. Evaluation of Technical Capability will be based on the information provided in the quotation.***Offerors shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristic, which clearly documents that the offered product meets or exceeds the specifications stated above and meet the needs of the Government in essentially the same manner as the brand name. Evaluation of Past Performance will be based on the references provided IAW FAR 52.212-1(b)(10). Quoters shall provide a list of at least three (3) references to whom they have provided the same or similar items. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed.***The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition.
