- This is a Request for Information (RFI) as defined in FAR 15.201(e). This is not a Request for Proposal (RFP) and responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. BACKGROUND: In the event that the United States Air Force decides to deactivate the Peacekeeper weapon system, the assets will become available to the Rocket Systems Launch Program (RSLP) for reuse in orbital and sub-orbital missions for the U.S. government. In preparing for this eventuality, RSLP is reviewing all available assets and facilities currently held by the operational fleet and their contractors. RSLP is determining what assets and facilities will be required for future use and the best course of action to cost effectively store and reuse the Peacekeeper motors. RSLP is investigating contracting for a logistics/sustainment contractor to perform many of the functions required for storing the motors, maintaining support equipment and facilities, performing an aging surveillance program, and refurbishing the motors to support flight test requirements. RSLP's near term interest is in the planning phase to decide which equipment, supplies, and facilities to maintain. RSLP is also interested in how to structure the program in the most fiscally responsible manner. OBJECTIVE: This Request for Information is intended to allow interested parties the opportunity to participate in this planning activity. This planning focuses on the following areas: 1) Items to be saved from the operational system-Aerospace Vehicle Equipment (AVE), data and documentation, ground and test support equipment, supplies, facilities, transportation and handling hardware, etc. 2) Aging Surveillance- developing a cost effective baseline program to assure mission success, 3) Optimizing the storage and transportation of all related hardware, 4) Motor refurbishment-methods to minimize costs. Parties may submit a white paper to express their thoughts or capabilities on these or other Peacekeeper storage and reuse related issues. Submission of white paper will be accepted as an indication of interest in future dialogue but not binding to contractor or Government. Submitters may elect not to address all four of these areas, and may address other areas beyond these four areas, as long as submissions fall within the page limitations set forth below. WHITE PAPER INSTRUCTIONS: Interested parties should submit a white paper, limited to twenty (20) pages, double spaced, single-sided, 8.5 by 11 inches. White papers shall be submitted in an original plus two copies, and are due by no later than 14 calendar days after the publication or posting of this notice, 4:00 p.m. MST. The Government reserves the right to review any late submissions. White papers become the property of the Government, and will be reviewed by the Government and support contractors; therefore any restrictions on submissions should be clearly marked. The Government reserves the right to, but is not obligated to, contact interested parties concerning their submissions for additional information, and may contact contractors regardless of whether or not they submit a white paper. SMC will not pay for information provided, and is not liable for any costs incurred by the vendor in response to this RFI. The government will not reimburse contractors or responders to this notice for any costs incurred in responding, or in subsequent exchanges of information.
