Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is DC1569 and the solicitation is being issued as a Request for Proposal solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The Environmental Protection Agency anticipates that the contract will be as a result of full and open competition. A firm-fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is NOT a total small business set aside and the NAICS No. is 721110 with a size standard of $5 Million. This acquisition is for hotel/conference facilities and services defined below. The EPA has a requirement for training conference services and facilities to support a training event in downtown Atlanta, Georgia in April 2002, situated within one block of the MARTA train line. The resulting contract shall provide a cost-efficient location to conduct a training conference beginning April 15 and ending April 18, 2002. The requirements for the facilities shall include the following items: Contract Line Item (CLIN) 1. Three (3) breakout rooms for 100/Classroom or 150 theater style each for April 15 -- 18, 2002; CLIN 2. One (1) general session room for 350 persons for April 16 and 17; All meeting facilities should be in the same area of the hotel to facilitiate flow; CLIN 3. 200 rooms (including handicapped access rooms) for April 15 thru April 18, 2002 held at the prevailing Government per diem price; current per diem is Single/Double -- $93.00 (to be held until Friday, March 15, 2002); CLIN 4. Ten (10) 4x6 bulletin boards/cork boards on stands for April 16 & 17; CLIN 5. Audio Visual Equipment as follows: LCD Projector, Tripod Screen appropriate for room size, Wireless Microphone, Overhead Projector, Laser Pointer. (Audio Visual Equipment is required for each of the 3 breakout rooms for 4 days and for the general session room for 1 day/April 16 -- total of 13 rooms.); CLIN 6. Break service for Federal employees only to consist of the following: continental breakfast for 150 persons for 3 days (April 16 -18); coffee and tea at mid-morning for 150 persons for 2 days (April 16 & 17); afternoon break of coffee, tea, soft drinks and cookies for 150 persons for 2 days (April 16 & 17); CLIN 7. Receipt, acceptance, and storage of conference materials prior to conference; CLIN 8. Eight (8) easels for three days; CLIN 9. Telephone for Registration Desk for 4 days (April 15-18). CLINs 1 and 2 should be priced assuming 80% occupancy of a total of 800 rooms. EPA will require an area be available for registration of conference participants. Offerors shall refer to web site for schedule and provide quote in format of schedule. The contract shall require that tax exempt forms be accepted or provided. Award will be made to the offeror whose offer is the lowest priced, meeting all of the requirements to be considered "technically acceptable." Offeror shall include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certification -- Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items.
