- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Corporation for National and Community Service (CNCS) is performing market research to determine potential sources capable of performing a performance-based third party administration of health insurance contract for the Department of AmeriCorps health benefits program. This nationwide program covers approximately 6,500 members and has an estimated cost over $10,000,000 per year. The NAICS Code for this proposed procurement is 524292 and the annual size standard in $5 million. Services to be performed include but are not limited to providing (1) access to comprehensive medical services in all member locations; (2) a toll free customer service line and internet site; (3) claims processing services including subrogation; (4) conversion privilege; (5) coordination of benefits; and (6) electronic reports of health care utilization. ANY INTERESTED SOURCE should submit a capability statement, which demonstrates the firm's ability to perform the essential requirements described above. The capability statement should also include the following information: (1) Management Capability -- Statement regarding the firm's capability to successfully manage a nationwide health benefit program; (2) Financial Capability -- Information relative to your capability to finance and manage a service contract in excess of $10,000,000/year. Include information from income statements, balance sheets, credit lines, etc. that demonstrate the firm's capability to handle short-term cash flow issues while managing a contract of this size; (3) Past Performance -- Information relative to past performance on contracts of this type. Responses to the above should be submitted to the point of contact no late than November 5, 2001. All questions should be submitted in writing, no telephone requests will be accepted. =20
