Description

The Naval Air War Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a sole source basis with Systems & Electronics Inc. (SEI) to upgrade 31 each Multi Purpose Stroke/Raster Display (MPSRD) Monitors, which the government has already procured for the Consolidated Automated Support System (CASS) program. The MPSRDs will be upgraded to the -307 configuration. As the designer, developer and manufacturer of the original MPSRD, SEI is the only known company capable of providing the upgrades for the MPSRDs. The Government does not own the drawings and data for the MPSRD. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
