- Reference notice of intent, Commerce Business Daily: Posted in CBCNet on April 27, 2001; Print Issue Date: May 1, 2001, SUBJECT: 58 Intent to solicit for Component Advanced Development (CAD) for the Aerial Common Sensor, Sol DAAB07-01-R-L303. Referenced notice is hereby amended to read as provided herein. In accordance with the direction listed in the Broad Agency Announcement (BAA), DAAB07-00-R-LBAA, dated 27 January 2000, the Government intends to continue to the next phase of the Aerial Common Sensor (ACS) Research Program. An amendment to the BAA (DAAB07-00-R-LBAA) will be issued to cover the phase CAD. A contract will not be awarded from this announcement. The Government intends to award two contracts among the existing three competing Concept Exploration industry teams for execution of a Component Advanced Development (CAD) phase of the ACS Acquisition. As stated in the BAA for ACS Concept Evaluation (CE), it is the intent of the Government to use the products of the BAA effort as the basis for award for the next phase of ACS acquisition, now referred to as CAD. The 19 items listed as CE phase deliverables in the SOO for CE will form a portion of the basis of the proposal for the down select into the CAD phase. Additionally, the Government reserves the right to evaluate the alternate SIGINT approach work done on the CE phase contract as part of the down select process. The Government will require priced proposals for the CAD effort from each of the three CE phase teams, an executive summary of the management plan not to exceed fifty pages in length which will include Past Performance information on work of similar type and complexity. The purpose of this announcement is to provide industry and other Government agencies advanced notification of Government intent It is the intent of the Government to enter into a CAD phase for risk reduction on component elements of proposed ACS systems prior to systems integration. Technical risk areas to be addressed in CAD are (1) SIGINT Sub-system Development, (2) Platform And Sensor Integration, (3) Multi-INT Hardware and Software Integration, and (4) Man Machine Interface. The Government will be in receipt of deliverables from each of the industry participants in the Concept Exploration phase. These deliverables will form the basis for down select for entry into the CAD phase. It is the intent of the Government to enter into at least two Cost Plus Fixed Fee type contracts for the CAD phase, each not to exceed 35 Million Dollars. Although all CE phase deliverables will be subject to review, the primary deliverables considered during the down-select process will be (1) the Life Cycle Cost (LCC) / Total Ownership Cost (TOC) Projection Model, (2) the Final Airframe Recommendation and sensitivity Analysis, (3) the Intelligence sensor performance recommendations, (4) the Performance Based Specification, (5) the Cost Performance Trade-Off Analysis, (6) the Risk Management/Mitigation Plan, (7) the Operational Model, (8) the Engineering support Models, (9) System Requirements Review (SRR)-quality Systems Engineering process and (10) the Support/Sustainment plan. The CAD phase is expected to focus on key component level risk areas, to include, as a minimum, (1) SIGINT System Architecture, (2) Multi-Intelligence Sensor Architecture/Integration, (3) MMI or visualization of How an ACS Operator Will Exploit the Multi-INT Capabilities of the ACS Program. Notwithstanding the above, the Government reserves the right to award only one contract. It is estimated that the amendment will be posted to the Interactive Business Opportunity Page (IBOP), http://abop.monmouth.army.mil, by 31 October 2001, with proposals due 30 days thereafter. Again, the dates provided in this notice are estimated. Firm date will be provide on the IBO P -- CECOM, under BAA DAAB07-00-R-LBAA. Note: The Government does not intend to acquire a commercial item using FAR part 12, see Note 26.
