- NASA/JSC plans to issue a Request for Proposal (RFP) for a replacement of the current T-38N Mini Air Data Computer (ADC) (part no. 50-114-0 manufactured by GEC-Marconi), with one capable of supporting the requirements of Reduced Vertical Separation Minimums. The ADC shall be capable of and compatible with use throughout the T-38N's flight envelope. The ADC shall calculate and include air data corrections, output signals to support the T-38N's Angle of Attack, and Stability Augmentation Systems. The physical size of the ADC and associated mounting hardware shall not exceed the space vacated by the present ADC, which measures 11.5 inches wide by 5 inches deep by 7 inches tall. The T-38N is a highly modified dual cockpit version of the standard U.S. Air Force T-38A jet trainer. The basic requirement is for 3 ADC units with 1 installation kit for NASA flight tests and evaluation with Option 1 for 37 ADC units with 31 installation kits, and Option 2 for On-Aircraft and Off-Aircraft (Bench) test equipment. The evaluation hardware shall be received by NASA 240 calendar days after date of contract award. Remainder of the basic work shall be completed on or before 90 calendar days after delivery of the evaluation hardware. For Option 1 Production Hardware the hardware shall be received in quantities of 5 per 30 calendar days with the last group delivered 300 calendar days after date of exercise of the option. Option 2 delivery shall be made with the first delivery of Option 1. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 333411 and 750 employees, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFP are those in effect through FAC 97-27. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the draft RFP is on or about October 19, 2001 with an anticipated due date for receipt of comments to the draft RFP on or about November 19, 2001. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
