Description

PRESOLICITATION NOTICE: This project is for the construction of a one story Replacement Medical/Dental Clinic. The new building consists of fully sprinklered steel frame construction with concrete masonry brick veneer and stucco exterior walls. Roofing is standing seam metal. Finishes include painted drywall, carpet, VCT and acoustical tile. Mechanical HVAC, Plumbing, Electrical, Landscaping and Site-work are included and incidental related work. The estimated cost for this project is $1 -- 5 Million. The maximum allowed completion scheduled is 455 days. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to this solicitation will be the "BEST VALUE" to the Government, price and technical factors considered. This procurement will be evaluated on: (A) Past Performance, (B) Small Business Subcontracting Effort, and (C) Construction Schedule. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; to award to other than the offeror submitting the highest technically rated; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. A modified synopsis will be issued at a later date to advise the date/time of a Pre-Proposal Conference/Site Visit. The Government intends to issue the RFP on the WEB only. The RFP is tentatively scheduled to be issued sometime in NOV 2001 with and RFP date in Dec 2001. The entire solicitation, including plans and specifications, will be available for viewing and downloading at http://esol.navfac.navy.mil. The official plan holders list will be maintained and can be printed from the website. AMENDMENTS will be posted on the web site for downloading. This will normally be the ONLY method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. Offerors must also be registered in the Contractor's Central Registration (CCR) in order to participate in this procurement.
