- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-02-00028 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The associated North American Industry Classification System (NAICS) code is 334516 which has a size standard of 500 employees to qualify as a small business. It is anticipated that the contract will be awarded as a result of full and open competition. The Environmental Protection Agency (EPA) anticipates that the contract will be awarded as a Firm-fixed price contract. Award will be made using Simplified Acquisition Procedures. The desired delivery date is no later than 120 days after award of purchase order. The contractor shall provided a "Field Portable Spectrofluorometer." Specifications for the Spectrofluorometer: 1)The instrument must be enclosed in a small suitcase sized carrying case, lightweight and have the capability for battery (auto battery with AC converter) operation; 2) The instrument must have excitation, emission and synchronous scanning capabilities; 3) Must have an adaptor for fiber optics; 4) Requires computer control and data acquisition capabilities; 5) Must be portable and field rugged. 8)Instrument package is desired to be delivered no later than 120 days after receipt of order. Contractor must include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements. Any specific variances from the required specifications shall be addressed by the offeror with respect to how the offeror's proposal provides alternative equivalence. Failure of an offeror to demonstrate that the proposed instrument will meet the Specifications shall render the offeror ineligible for further consideration for award. Equipment will be shipped FOB Destination to the U.S. Environmental Protection Agency, 944 E. Harmon Ave, Las Vegas, NV. Proposal Instructions and Evaluation Criteria: The Government intends to award a contract to the responsible offeror whose offer is the lowest price meeting all of the technical requirements. Offerors must satisfactorily meet all of the technical requirements to be considered "technically acceptable." The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. All offerors are to include with their proposal a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items.
