Description
This announcement constitutes a Sources Sought Synopsis. The Air Force would like to replace the existing F-16 C/D Low Voltage Power Supply Unit with a more reliable, longer life power supply with a ten-year warranty, under the Falcon Flex Program. As indicated by the need for a ten year warranty, no repairs will be accomplished by the Air Force. Instead, all repairs will be accomplished under warranty by the original vendor. We are seeking a LVPS that would offer "best value" to the government, not necessarily lowest procurement cost. This LVPS must be a Form, Fit, Function, and Interface replacement for the existing LVPS. The following information is provided to assist the Air Force in conducting a market survey of industry to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort for Hill AFB, Utah. This is not a Request for Proposal or Invitation for Bid. However, after receiving and reviewing the specification package vendors are encouraged to provide cost estimates (rough order of magnitude) and predicted reliability (MTBF) for a design/build effort. The cost estimates and predicted reliability (MTBF) will be used as an aid in the budgeting process. We are seeking contractors who are interested in designing and manufacturing a high reliability LVPS using modern technology. The LVPS will not be a ?build to print? effort constructed from the current design. The F-16 Logistics Operations Division, Avionics Section, has a requirement for an estimated quantity of 2411 LVPSs. We are currently experiencing a condemnation rate of 15-20%. A production rate of newly designed Power Supplies to accommodate the identified condemnation rate is desired. Interested parties may request the information by email from cheryl.dumas@hill.af.mil. Interested parties are requested to submit two hard copies of a summary of the capabilities and facilities they have which will allow them to perform the development and manufacture of the new LVPS. The government does not intend to contract on the basis of this request or otherwise pay for the information solicited.
