- Description
- The James A Haley Veterans Hospital, Tampa, FL intends to award a sole source contract under the authority of FAR 6.302-1 to Stentor Incorporated, for the licensed services of iSyntax and iSite proprietary software. The Stentor web-enabled image distribution system provides the following intrinsic and unique capabilities: Stentor=92s iSite software is an enterprise-wide image and information system that delivers full-fidelity/full-resolution, diagnostic quality images to standard PC using the iSyntax technology. There are five patents pending on this technology. The Stentor system includes a novel method of data streaming. Rather than attempt to send large studies in a batch format, requiring wide band width and excessive load on existing network, Stentor uses a streaming technology which continuously sends smaller amounts of data over a longer period of time as the referring physician reviews the imaging. The unique aspects of data streaming include the immediate evaluation of study rather than waiting for the completion of a large uploading process of image data. This capacity is extremely important in applications in ultrasound technology and cardiology. iSyntax is equipped with a proactive monitoring system (Heartbeat) which signals over 50 potential error conditions relating to network, disk, power supply, CPU failure, DICOM and connection.=20 This enables Stentor Customer Support to notify the user if its system needs attention. iSite, an iSyntax-enabled browser, provides users with flexibility associated with a film-based approach, while providing new capabilities that are only achievable in a digital format. Stentor proprietary software meets image distribution requirements of both Radiology and Cardiology with capability to support color image distribution. Functionality includes physician designed user interface, one button install over the Internet with self-configuring DICOM connections and comprehensive navigational tools providing full fidelity images. Stentor=92s priority iSyntax technology uniquely solves distribution problems associated with medical image data sets using standard desktop PC=92s, existing Intranets and the Internet with no new infrastructure required. Stentor=92s iSite software has full capability to integrate into the James A Haley Veterans Hospital=92s CPRS-GUI. All responsible sources may identify their interest and capability to provide an immediate/on-demand medical digital imaging system by submitting in writing sufficient information that demonstrates their ability to fulfill this requirement. Responses must contain descriptive literature of proposed medical digital imaging system software in sufficientdetail to permit technical evaluation, a point of contact (name and telephone #), and if applicable, Federal (GSA/FSS) contract number and pricing. All responses received will be fully considered by the James A Haley Veterans Hospital, Tampa, FL. This notice of intent is not a request for competitive proposals. A request for a copy of the Solicitation of RFP will be deemed non-responsive as no solicitation exists. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative response is received from another source within 15 calendar days of this notice, a contract will be negotiated and awarded to Stentor Incorporated.
