Description
REQUEST FOR INFORMATION. The MILSATCOM Joint Program Office plans to host a series of interchange meetings between Nov 01 and Jun 04 to assist the government in formulating the Advanced Wideband System (AWS) Operational Requirements Document (ORD), developing the system concepts and acquisition strategy. The acquisition is expected to begin in 2004. Industry input is also encouraged in the government's AWS concept study in 2001-2002, to define the initial system architecture. The AWS system architecture will consider satellite, terminal, network, waveform, and operational management systems and implications/impacts. The AWS is anticipated to have capabilities that meet or exceed documented US military wideband connectivity requirements for the 2015-2020 timeframe. Participants in the initial interchange meeting will be notified of future meetings. At the initial meeting, the government will present the AWS ORD status, preliminary system CONOPS, anticipated system requirements, the 2001 wideband concept study results, SMC/MCX concept study plan, waveform development plan and the program strategy. Meeting participants will also discuss the process and schedule for requirements development and industry input. Information requested from industry includes but is not limited to: 1) system concepts; 2) enabling technologies; 3) recommendations for end-to-end system specifications maximizing industry capabilities; 4) routing and switching capabilities/functions; 5) terminal and the interface to baseband; 6) standard waveform development; and 7) cost estimates. Separate one-on-one meetings between government and industry representatives will be scheduled for 6-7 Nov 01 at The Aerospace Corporation, 2350 East El Segundo Blvd., El Segundo, CA 90245. Industry representatives should contact Lt James Dentice, SMC/MCX, at the telephone number or by e-mail address given below to attend the RFI meeting and schedule a one-on-one meeting (one hour slot) no later than 29 Oct 01. No door registration will be allowed. All conference participants must register in advance by 29 Oct 01. Industry participants in one-on-one sessions are encouraged to present their concepts regarding space, control, terminal, network and/or commercial technologies applicable to AWS. This RFI kick-off meeting will be held at the US ONLY unclassified level and will start at 0830 am on 6 Nov 01. Check-in will begin at 0800 in the Aerospace Corporation building A1. All participants will be required to show two forms of identification. This request is for information and planning purposes only, in accordance with FAR clause 52.215-3. This request is not a RFP and does not commit the Government to pay for preparation costs. Respondents are advised that no contract will be awarded on the basis of a response to this RFI or any follow-up information subsequently requested or submitted. This information will be used to support the US government's planning for the acquisition of the AWS. This acquisition is subject to review or cancellation at any time. An announcement will be made in the Commerce Business Daily before any RFP is issued. See Note 26.
