Description
It is the intent of the National Library of Medicine (NLM) to procure professional archival processing services on a sole source basis from History Association, Inc. (HAI), Rockville, Maryland, for a continuation of existing services for the project of archiving the Group Health Association (GHA) records. HAI has provided expert archival and research services to NLM for over 10 years. HAI will continue to provide archival services to NLM for the GHA Project, which began over two years ago. Based on HAI's knowledge, expertise, skills and project workflow on the GHA Project, HAI is the only known and capable source to continue this project. This project requires several levels of archival expertise to: (1) design processing workflow; (2) maintain the collection's ongoing descriptive finding aids; (3) manage the physical location of the collection; and (4) retain contextual knowledge of the existing intellectual and physical content of the collection and appraise the remaining unprocessed portions according to the previously established guidelines. In 1995, GHA contracted with HAI to conduct an inventory and to provide recommendation regarding the retention and disposal of the records. HAI's personnel are highly trained individuals, possessing at a minimum a Masters Degree in library science and/or history with an archive concentration. Their personnel are members of the Academy of Certified Archivists (ACA) and follow the procedures, guidelines and principles based on national standards of archival practice. HAI has demonstrated their experience in arranging and describing archival collections. Based on past need for constant collaboration with NLM staff for this project and their close geographic location to the Bethesda facility, HAI's proximity and timely availability assist in the responsiveness needed for this project. The proposed acquisition will be procured under FAR Part 12 -- Acquisition of Commercial Items. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the services and geographic requirement as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information and staffing criteria.
