Description
A sole source procurement in accordance with FAR 6.302-1 is contemplated within 30 days with Santa Barbara Infrared, Inc., 312-A North Nopal Street, Santa Barbara, CA 93103 (See Numbered Note 22). The contractor will fabricate a quantity of three (3) infrared scene projector emitter modules (PEMs) which are to be compatible with the current Kinetic Kill Vehicle Hardware-in-the-Loop (KHILS) cryogenic PEM design which are located at Eglin AFB FL. Each of these PEMs will include a Honeywell Brilliant Resistor Infrared Thermal Emitters Extended Range (BRITE) II ER 512 by 512 array; all electrical, coolant, and external vacuum interfaces; and an ion vacuum pump as integral components. The delivered PEMs will be used to support test and evaluation of advanced state-of-the-art seeker and control system performance under varying mission scenarios through hardware-in-the-loop (HWIL) simulations in a cryogenic environment. The Government will be responsible for annealing, system installation, and characterization of all delivered arrays. The Government has determined that the Honeywell BRITE II ER is the only infrared scene projection technology available that fully meets its requirements. As the exclusive licensee of Honeywell's infrared resistor array technology Santa Barbara Infrared is the only source available for the Government to procure BRITE II ER assets. The total effort is not expected to exceed twelve (12) months. All responsible sources may submit an offer. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified herein.
