Description
DESCRIPTION: The General Services Administration intends to negotiate on a sole source basis with SPECTRUM SIGNAL PRO CESSING, INC. located in Burnaby, British Columbia, Canada for a Hydrophone Support Electronics (HSE) signal processing capa bility upgrade for FACSFAC DET SCORE's Southern California ASW Range (SOAR). The SOAR facility is used by the US Navy to c onduct anti-submarine warfare (ASW) training utilizing a mix of air/surface tracking systems and underwater tracking with a highly sophisticated hydrophone array. The range routinely supports air, surface, and subsurface unit level torpedo firing exercises as well as inner and middle zone battle group training. The signal processing upgrade will enable more sophistica ted, real time, 3-dimensional acoustic tracking of surface ships, submarines and torpedoes. This signal processing upgrade will be implemented in the near future and will be based on an architecture which has already been designed and tested by the Naval Undersea Warfare Center (NUWC), Newport Rhode Island, which is DOD's Technical Direct ion Agent for underwater range capabilities. This architecture incorporates: a. a SHARCPAC Field Programmable Gate Array (FPGA) module which was designed by Spectrum Signal Processing specifically to a ddress the unique requirements of NUWC; b. the Apex-Lite 3.2 programming environment to support distributed processing using any number of SHARC DSP processors. c. The Morocco2 octal SHARC DSP board which readily supports the APEX programming environment. The hardware and software products specified above are the exclusive intellectual property of Spectrum Signal Processing Inc . Spectrum Signal Processing Inc is the only source of supply for these products and is solely capable of responding to ong oing support requirements. The proposed action is for supplies/services for which the government intends to solicit and negotiate with only one source under the authority of FAR6.302-1. The government believes that only one responsible source can provide the supplies/servic es that will satisfy the agency requirements. The contractor holds the proprietary engineering and software data. This noti ce is not a request for competitive quotes but responses received before October 23, 2001 will be evaluated. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discr etion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to c onduct a competitive procurement.
