- Fleet & Industrial Supply Center Puget Sound (FISCPS) intends to procure System Staging Materials in support of Puget Sound Naval Shipyard on a sole source basis from Berg Equipment and Scaffolding Co, 2130 East D Street, Tacoma WA 98421, the only known authorized distributor for the Bil-Jax/Plettac Perfect System product in this area. This procurement is sole source based on the requirement for the materials to be used with the extensive current inventory of Bil-Jax/Plettac Perfect System scaffolding equipment. Introduction of an alternate System scaffold product would render existing system scaffolding incompatible. Due to the unique nature of each manufacturer's system scaffolding, intermixing different manufacturer's System products poses a serious safety hazard. Given this fact, the American National Standard Institute (ANSI) prohibits the intermixing of scaffolding products. ANSI A10.8-1988, Scaffolding-Safety Requirements, Section 9 states the following: "9.15 System-scaffold components manufactured by different companies shall not be intermixed". The resulting contract will be a firm fixed price indefinite delivery indefinite quantity supply type contract. It may include the ability to either purchase or rent the staging materials. The period of performance for the Base Year is date of award through 1-year thereafter. Up to four 1-year option periods may be included. FOB Destination at PSNS Bremerton WA. This procurement will be conducted using FAR Parts 12 and 13, Acquisition of Commercial Items and Simplified Acquisition Procedures, respectively. It is anticipated that the RFP will be issued on or about 24 Oct 2001, with a 7-day closing. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No telephone requests will be accepted.
