Description
The United States Army Kwajalein Atoll (USAKA)/Reagan Test Site (RTS) is seeking industry capabilities for independent missile flight safety analysis. USAKA/RTS is located in the Republic of the Marshall Islands (RMI) approximately 2,100 miles west-southw est of the Hawaiian Islands and west of the international dateline. USAKA/RTS is home for 2500 U.S. Government civilian, military and contractor personnel who perform various roles in support of the missions of USAKA/RTS. USAKA/RTS provides substandard un accompanied housing and limited family housing, limited dental and medical facilities, schools (pre-school 12), dining facilities, department and grocery stores with limited choices, recreational activities and most of the amenities of a small town of com parable size. Primary mode of transportation is by bicycle with no privately owned motor vehicles allowed. Responsibilities may include any or all of the following efforts: Analyze hazards to life and property associated with missile defense flight tests ; evaluate or define flight safety systems including flight termination systems and flight safety software routines; evaluate sensors for providing flight safety data; adapt/develop software to assess flight termination actions involving endo and exo-atmos pheric collisions/intercepts to define debris characteristics and risk to earth surface areas and volumes above the earths surface; determine ground hazard areas and impact and kill probability contours for hypervelocity collisions and for flight terminat ion debris; evaluate sheltering and personnel protection during missile launches into and from USAKA/RTS or sites remote from USAKA/RTS; develop, evaluate, or certify compatible flight safety computer programs for real time presentation and control of miss iles, using minimum computer space and time, to insure protection of designated areas; test and evaluate flight safety systems to ascertain that performance meets requirements and supports range safety criteria; evaluate systems to provide state vectors fo r test missiles, considering data accuracy, filtering, smoothing, dynamic responsiveness, and other related factors; and evaluate the RF links between command destruct transmitters and missile receivers, tracking radars, Global Positioning System receivers /translators, missile telemetry transmitters, and safety data acquisition systems for nominal and non-nominal trajectories; monitor and evaluate the design, development and qualification testing of FTS components; real-time operational mission support as command safety office flight termination system officer (FTSO). Performance of the critical life safety analysis must be done using certified and validated tools that meet current USAKA/RTS Command Safety Office criteria. SEI CMM level 3 certification as a minimum is required. All efforts must be supportable with no impact to current USAKA/RTS mission schedules that currently reflect a minimum of two missions per quarter. A Top Secret facility clearance will be required for this effort. It is anticipat ed that foreign participation will not be allowed at the prime or subcontractor level. This effort is anticipated to be set aside for small business.
