Description
THIS IS A REPOSTING OF A SYNOPSIS NOTICE THAT WAS PREVIOUSLY POSTED ON JULY 10, 2001, AND SEPTEMBER 6, 2001. RFQ5-830-29384-719 HAS BEEN CANCELLED AND THE REQUEST FOR QUOTES WILL BE REISSUED AFTER INPUTS FROM INDUSTRY AND ADDITIONAL CONCERNS RELATING TO SECURITY ARE REVIEWED. NASA/GSFC plans to issue a revised Request for Quote (RFQ) for jet passenger transportation services of 300 flight hours each year for a two-year period to be flown within the Continental United States. The aircraft cabin shall provide at least seven passenger seats certified for take off and landing, ground air conditioning, private aft lavatory separated from the cabin with a permanent partition for aircraft used on flights greater than one hour and a small galley suitable for soft drinks, coffee, and snacks. Approximate flight length will range from 100 NM to 1000 NM or greater. The aircraft shall be capable of maintaining a minimum cruise speed at 25,000 ft of 320 KTAS for flights one hour or less and at 35,000 ft of 425 KTAS for all other flights. This procurement is being conducted under the NASA Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard for this procurement are 481211 and 1,500, respectively. The DPAS Rating for this procurement is DO-C9. The anticipated release date of the revised RFQ is on or about October 29, 2001 with an anticipated quote due date of on or about November 13, 2001. The firm date for receipt of quotes will be stated in the revised RFQ. All QUALIFIED responsible sources may submit a quote, which shall be considered by the agency. An ombudsman has been appointed -- See Note "B" as explained under NASA-SPECIFIC NUMBERED NOTES. The solicitation for this procurement will be available over the Internet. These documents will be in Microsoft Word and will reside on a World?Wide Web (WWW) server, which may be accessed using a WWW browser application.
