- U.S. Army Corp of Engineers, New York District, intends to procure User License for "BEACH" Version 4.0 (Beach Survey Data Reduction Software) See Scope of Work Below) Beach Data Collection and Processing Software Scope of Work The need exists to consolidate and to redesign the various software programs now used to collect and post process survey data on the shorelines. The current system uses a variety of software. These small subordinate programs were written especially for the Survey section. The data,requires many re-handling steps to put it in acceptable formats for customers. Many of the subordinate programs are proprietary to Digital Design and Development, Inc. A new program known as Beach Data Processor, Version 4.0 was independently developed by Digital Design and Development, Inc. to help solve the problem. This new program was written using the latest 32 bit hardware and software for Pentium class computers and Windows 98/ME and NT 4.0 Workstation operating systems. All of the current field data collection computers and office systems are now capable of using this new program. In addition to improvements in computing power, the new design of Beach 4.0 will significantly improve the workflow and productivity of the beach survey data post processing operations. The new program provides: Data handling using long descriptive filenames and large directory structures related to the project names;Capability to handle multiple survey data lines in a single file and process them as one batch', rather than having to process each line individually. Capability to organize random field data collection files by survey line, water or land data, before or after dredge data, etc; Semiautomatic assignment of collected data to the nearest specified survey line; Capability to merge a file containing ISRP starting points with multi-line data files, to avoid having to edit data files individually; Generate multiple data output formats in a single processing pass by selection. Currently, each processing step requires a separate program operation and is very time consuming; Generate single output file with multiple survey lines, per data user's request; Capability to batch modify elevations for tide corrections; New input formats required for current processing applications, including csv format and a columnar Down Range Distance Elevation format; Intermediate editing capability to allow data point corrections between input of field files and generating final output files; Capability to use both hardware and software "keys" to permit contractors to use Beach 4.0 for specific survey jobs under the New York District's license; Interface to internal or external program to display data points along with profile or plan plot for data verification. (Concurrent editing of displayed data is being separately developed for inclusion); User's guide to enable operators with an understanding of surveying and data processing to be able to learn the program with a minimum of time and effort; Include the capabilities Digital Design & Development's THIN program to further process the output data for presentation. The New York District is not buying any software or paying for any development costs. It is our intent to lease this version of the program. The need is for a ten-user site license. Eight of the licenses will be software keyed to allow ease of use by District personnel. Two licenses will be hardware keyed for use by contractors working for the New York District. It is intended that: The licenses be active for at least one-year with three renewal option years at a negotiated rate for each option years; Program maintenance and upgrades be provided at no additional cost; Forty hours of telephone support total for the ten licenses for the base and each option year be provided at no cost;One day of training on-site at Caven Point for a group of 15 users for the base and each option year provided at no cost.
