- 17. The requirement is required to renew an annual End-User License Agreement with Decision Dynamics, Inc. (DDI) for FleetSight Software. This contract is required to procure a means of exploring the direct cost impact of maintenance and modernization alternatives for the T58 engine program through the application of a system dynamic simulation life cycle management support tool. DDI is the sole designer, developer, manufacturer, and integrator of the pilot program developed under their Small Business Innovative Research effort called "FleetSight". The Government intends to procure this software on a sole source basis with Decision Dynmanics Inc, Bethesda Maryland, which is the designer, developer, and sole manufacture of the "FleetSight" software. DDI, as the developer of this simulation tool, has acquired the unique experience, special skills, and training techniques required to integrate the software and provide the training to satisfy this requirement. Presently, management decisions effecting life cycle costs are made primarily using traditional data-based statistical and spreadsheet models. A simulation system is required to update analytical procedures that will provide cause-and-effect relationships that underlie system behavior and quantify the cost, availability and performance tradeoffs required for long-term support. "FleetSight" has the capability to provide these requirements by running repeated simulations that highlight the most promising management alternatives and identifying which risks to avoid. DDI will also assist in data collection, model creation, "what-if?" scenario building, results analysis, and presentation of conclusions. DDI will provide hands-on training that will provide the knowledge to understand and operate the models and develop our own independent analytical capability. The duration of the contract will be twelve (12) months. Note 22.
