Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request For Quote (RFQ), solicitation number F05611-02-T-0005, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This proposed contract action is set aside 100% for small business. The North American Industrial Classification System (NAICS) number is 422920 and the business size standard is 100 employees. The Government intends to award a Firm Fixed Price Requirement type contract as a result of this solicitation. Description Book Seller for the US Air Force Academy Cadet Library. CLIN 0001: Firm Order Services. Publisher with specialties in Trade Editions. Services include the supply of both in-print and out-of-print publications. Publications from University Presses with an availability to obtain Science and Technology titles and Religious titles. Government Maximum Estimate: $60,000. CLIN 0001: Discount Rate:__________. Discount: $__________. =20 Delivery requirement: FOB for this RFQ is Destination. The clause at 52.212-1 Instructions to Offerors-Commercial Items with the following addenda applies to this solicitation. FAR 52.212-1(f) In addition, quotes may be faxed between the hours of 7:30 A.M to 4:30 P.M., Monday thru Friday, to Operational Contracting Office, 719-333-4404 ATTN: Mike Slocum. The provision at 52.212-2 Evaluation -- Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order of importance: 1) Past Performance. It is required that the contractor be currently in the business of providing firm order services to other Academic Libraries and must have a firm history of excellent delivery performance. The contractor must provide a list of current clients at other Academic Libraries. The contractor must be a recognized agent for a large variety of publishers from commercial presses, learned societies, research institutes, government agencies, university and international publishers. The contractor must provide a listing of publishers that they represent. 2) Price. Price shall be evaluated by the discount rate that will be applied to the current list price of the publication ordered. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions -- Commercial Items, 53.232-33, Mandatory Information For Electronic Funds Transfer Payment; The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition.
