Description

The Naval Air Systems Command intends to issue a cost-plus-incentive-fee (CPIF) contract for the design, development and test of the BQM-74(F) aerial target. The BQM-74(F) is being developed to duplicate future expected anti-ship cruise missile threats for fleet gunnery and missile training exercises. It will also be used for air-to-air missile training and also for reasearch, development, test and evaluation of in-development weapons systems. NAVAIR intends to negotiate the proposed contract on a sole source basis with Northrop Grumman/Ryan Aeronautical Center, San Diego, CA. Northrop Grumman is the designer and sole producer of the BQM-74 family of aerial targets. Only Northrop Grumman has the technical expertise and access to Northrop Grumman proprietary data necessary to perform the the required effort in the time frame required.
