The scope of work consists of, but is not limited to, updating the core building electrical systems related to the primary building distribution and branch power distribution. This includes replacing transformers and panel interior replacement for all emergency lighting system and non-typical base-building panelboards. In addition, other key tasks with this project include: drip pan installation at exposed 12 kV cables in the sub-basement; replacement of the 125 V DC power plant for the 12 kV service switchgear; electrical system supervisory panel upgrade to an LED indicator board; temperature sensor and alarm system at the utility transformer rooms; installation of solid-state trip units into the 480-volt draw-out circuit breakers; cleaning and testing of network protectors; installation of 12 kV switchgear unit heaters; cleaning and reconditioning of 50/51 overcurrent protection relays; 11.4kV Isolation switch Kirk-Key interlock system repair; and reconditioning of 11.4kV main breakers and 480 volt switchgear breakers. Future metering work may follow after Contract Award. Proposals will be evaluated on a go/no-go basis according the evaluations factors contained in the solicitation. The estimated construction cost range of the project is $250,000 -- $500,000. PLEASE NOTE: There may be additional follow-on work to this project. The Standard Industrial Classification Code is 1731 with an average annual gross revenue of $7.0 Million for the last three (3) years. In accordance with the Small Business Competitiveness Demonstration Program, this procurement is open to all business concerns, small, small woman-owned and small minority-owned firms are strongly encouraged to participate. Therefore, responses from large and small business concerns will be considered and evaluated for selection. Consideration will be limited to firms having an active production office within a 100 mile radius of the Cleveland metropolitan area. In the event a large business is the awardee, an acceptable Subcontracting Plan must be approved and accepted prior to contact award. Large businesses shall be required to demonstrate a proactive effort to have participation from small, small disadvantaged, and small women-owned business concerns. Joint Ventures: joint ventures or firm/consultant arrangements will be considered and must submit an acceptable Joint venture agreement, which must be approved and accepted prior to contact award. The solicitation issue date is on or about October 22, 2001; the proposal due date is on or about November 22, 2001. There will be a mandatory pre-proposal conference on November 8, 2001. Plans and specifications are disseminated only to those requiring the information necessary for construction opportunities or construction purposes.
